At the instruction of Igor Krasnov, in the course of a working visit, Pyotr Gorodov, Deputy Prosecutor General of Russia, took part in the XIV International Economic Forum “Russia – Islamic World: KazanForum 2023”. He delivered a speech within the framework of the session “Protection of the rights of entrepreneurs and investors in Russia and the countries of the Organization of Islamic Cooperation”.
The event was also attended by Elmar Jamalov, Deputy Prosecutor General of the Republic of Azerbaijan; a representative of the Prosecutor General’s Office of the Republic of Tajikistan; Sergey Morozov, First Deputy Chairman of the State Duma Committee on Regional Policy and Local Self-Government, and others. The session was moderated by Elina Sidorenko, Director General of the Autonomous Noncommercial Organization “Platform for Work with Communications from Citizens “ZaBiznes.RF”.
Pyotr Gorodov noted in his speech that the recent years are characterized by certain difficulties in systematic economic development of different countries. With regard to Russia, it is the pandemic, aggressive policy of the West, breaking logistic chains, restraints in the export and import of goods, which have become elements of so called “shock therapy”. In this situation, all authorities, civil society institutions, and, of course, business are now working as a reliable and coherent mechanism making it possible to overcome all negative consequences for our state.
He stressed that, after the beginning of the special military operation, at the direct instruction of the Prosecutor General of Russia Igor Krasnov, the work on protection of the rights of entrepreneurs, including investors, has been adapted to the new reality, the activity on detection and liquidation of administrative barriers has drastically been readjusted. The level of coordination of planned and unplanned control (supervisory) activities and issuance of demands of conduction of unplanned inspections by controlling authorities has been raised. Prosecutors are oriented to preclude substitution of powers of other public authorities; their interference in IT companies’ activities has been restricted. At the same time, the prosecution service, of course, equally protects fair business, both domestic and foreign. Any organization, whether a foreign company or a Russian enterprise, will receive protection if its rights and legal interests are trampled by officials.
Pyotr Gorodov stated that the organizational measures taken by the Prosecutor General’s Office of Russia had a positive effect on the status of legality in the sphere of protection of the rights of subjects of entrepreneurial and investment activities. In the past year alone, prosecutors quickly and efficiently detected and suppressed more than 214 thousand violations of law. There were no failures in the implementation of the relevant national project, programs of development of small and medium entrepreneurship and concessional crediting. We managed to protect the business from bureaucratic arbitrariness and “intrusive control” of inspection agencies throughout the country. The share of unplanned control activities rejected last year increased by almost a quarter compared to the level of 2021 and reached 65% (44 thousand out of 66 thousand were rejected). The number of inspections planned for 2023 was a record low. More than two-thirds of the controllers’ proposals were rejected (about 90 thousand out of 270 thousand were approved).
In conclusion, the deputy head of the Russian supervisory authority noted that currently the main priority in the activities of the prosecution authorities is to support entrepreneurs in the conditions of partial mobilization. Prosecutors are closely monitoring the proper implementation of such business assistance tools as credit holidays, simplified extension of the validity of existing permits, deferment of taxes, insurance premiums and rent payments, and special conditions for the execution of public procurement contracts. These measures will allow the mobilized to keep the business.
A number of other events will be held on the sidelines of the forum today. In addition, the interactive stand of the Prosecutor General’s Office of the Russian Federation will continue its work.
