Tariel Guramovich Oniani (Mulukhov) was extradited from Russia to Spain with the view of his criminal prosecution for participation and being a member of a criminal organization, under article 515 of the Criminal Code of the Kingdom of Spain.
Oniani is accused by the Spanish law enforcement agencies of being the head of the Kutaisi criminal society (criminal organization), aimed at commission of grave and especially grave crimes. Between 1995 and 2005, the members of the criminal society in Spain committed a number of crimes, in particular extortion, robbery, threats to citizens, other crimes, and they also carried out drug trafficking.
In order to distribute the obtained proceeds and coordinate the activities of this organization, Oniani repeatedly held meetings with the leadership of the criminal community.
In addition, in the aforementioned period of time, the man formed in Spain an economic structure for laundering through Spanish, German, Swiss and other banks the money derived from crimes.
On 9 April 2019, Oniani, who was placed on the international wanted list by the competent authorities of the Kingdom of Spain for organizing a criminal community and legalization, was detained in the Russian Federation.
On the same day, the Sol-Iletsk District Court of the Orenburg Region, at the request of the prosecutor, in accordance with the European Convention on the Extradition of 13.12.1957, ordered a preventive measure in the form of detention for the man.
The criminal case against Oniani is being handled by the First Penal Section of the National Court of the Kingdom of Spain.
Due to well-coordinated actions with the Ministry of Internal Affairs of Russia and Interpol, as well as organized close cooperation with the competent authorities of the Kingdom of Spain, the prompt receipt of documents from foreign colleagues which were necessary to consider the Spanish request for extradition, on 22 August 2019, the Prosecutor General's Office of the Russian Federation decided to extradite Oniani for his criminal prosecution.
On behalf of the General Department of International Legal Cooperation of the Prosecutor General’s Office of the Russian Federation, on 23 October 2019, the Federal Penitentiary Service of Russia handed over Oniani to representatives of the competent authorities of the Kingdom of Spain.
