During the year 2018, prosecution authorities of the Russian Federation on an ongoing basis had been conducting checks on the implementation of anti-corruption legislation by federal executive bodies, state bodies of the constituent entities of the Russian Federation, local authorities, as well as public sector organizations.
Thanks to the previously taken prosecutorial response measures aimed at strengthening the rule of law in the anti-corruption sphere, in the year 2018, 231 thousand violations of the anti-corruption legislation were revealed.
A significant part of the violations identified by the prosecutors (74.7 thousand) is associated with failure of state and municipal servants, as well as other officials to comply with prohibitions and restrictions established in order to combat corruption.
Of these, as before, the majority (67.2 thousand) are cases of submission of incomplete or inaccurate information about income, property and property related obligations.
Prosecutors revealed facts of officials not taking measures to resolve conflicts of interest arising on state municipal service (3.4 thousand) and the facts of non-compliance with the requirements set by the legislation on control over the expenses of officials (2.1 thousand).
A large part of corruption violations by prosecutors took part during state and municipal purchases (8.5 thousand), disposal of budget funds (4.3 thousand) and of state property (7.4 thousand), provision of state and municipal services (1, 8 thousand).
In order to eliminate violations of anti-corruption legislation revealed during the above mentioned inspections, a set of prosecutorial response measures was adopted.
For instance, the prosecutors submitted 62 thousand applications, warned about the inadmissibility of violating the law 4.5 thousand officials, brought 31.8 thousand protests against illegal regulatory acts, forwarded 4.7 thousand lawsuits to the courts for a total amount of 6 billion roubles.
As a result of prosecutorial intervention, over 68 thousand officials were brought to disciplinary liability. Of these, 1.3 thousand were dismissed due to the loss of trust.
According to the resolutions drawn up by prosecutors, more than 7 thousand people were brought to administrative responsibility.
According to the materials of prosecutorial inspections, more than 3 thousand criminal cases had been instituted for corruption-related crimes.
