Extradition to Russia from Germany of Nerodge Chandeok charged with fraud

Today, on 13 May 2016, the competent authorities of the Federal Republic of Germany, at the request of the Prosecutor General’s Office of the Russian Federation, extradited Mr. Nerodge Chandeok who has Russian and Afghan citizenship.

The prosecution authorities accuse him of the crimes, specified in Article 159 (4) (fraud, that is stealing of someone else’s property by means of deceit, on an especially large scale), Article 159 (3) (fraud, that is stealing of someone else’s property by means of deceit, on a large scale - 2 counts), Article 159 (2) (fraud, that is stealing of someone else’s property by means of deceit, with causing of sufficient damage to a citizen – 2 counts) of the Criminal Code of the Russia Federation.

The criminal matter against Chandeok is dealt with by the Investigative Division of the Russian Ministry of the Interior Department for Vladivostok.

The investigation found that Chandeok, in or about October 2008, in the city of Ussuryisk, under the pretext of the car ‘Toyota Harrier’ repair, took this car worth 1 million 250 thousand rubles and the money in the amount of over 80 thousand rubles from the owner, and converted thereof to his own use. In or about March 2009, Chandeok, under the pretext of a sale, misappropriated the car ‘MMC Dion’ worth 145 thousand rubles.

In May 2009, in Vladivostok, the accused borrowed 700 thousand rubles from a citizen, not intending to return the money, and misappropriated it.

In March 2009, Chandeok under the pretext of a loan, fraudulently acquired the money of another person in the amount of 330 thousand rubles.

In March 2011 he, under the pretext of signing a written agency agreement for buying a car, took 170 thousand rubles from the victim. Chandeok, having no intention of further complying with the terms of the agreement, also misappropriated the said money.

As the accused absconded from the investigation, he was placed on the federal wanted list in May 2011, and on the international wanted list in May 2014.

In July 2015, Chandeok was detained in the territory of Germany.

In August 2015, the Prosecutor General’s Office of the Russian Federation sent to the Federal Ministry of Justice and Consumer Protection of the Federal Republic of Germany a request for the extradition of Chandeok, and it was granted in April 2016.

Nerodge Chandeok will be brought to Moscow by a special convoy.
