Russian citizen Maxim Kan charged with kidnapping for ransom extradited from France to Russia

Today on 5 February 2016 the competent authorities of the Republic of France at the request of the Prosecutor General’s Office of the Russian Federation are extraditing Russian citizen Maxim Kan to Russia.

The investigative authorities accuse him of a crime under part 5 of article 33, item “a” of part 3 of article 126 (Aiding and abetting in kidnapping for ransom committed in conspiracy) and part 5 of article 33, items “a” and “b” of part 3 of article 163 (Aiding and abetting in extortion committed for the purposes of obtaining particularly large amount of assets under conspiracy) of the Criminal Code of the Russian Federation.

The criminal case in respect of Mr. Kan is investigated by the Central Federal District Investigative Department of the Investigative Committee of the Russian Federation.

The investigation revealed that in November 2005 in the city of Moscow members of a crime group organized a kidnapping of a person for the purposes of obtaining money in the amount of over 7 million US dollars from his relatives. In the period from November 2005 to March 2006 Mr. Kan with the help of an acquaintance, who was unaware of the criminal intents, sent Internet messages and transferred videotapes with threats of applying violence to the victim and demands of ransom to the mother of the kidnapped.

Considering that Mr. Kan fled from the investigative authorities, he was put on the federal wanted list and on the international wanted list in February 2007.

In 2011 attempting to avoid prosecution he staged his death. After that the competent authorities issued a death certificate. In July 2012 Mr. Kan was detained in France.

In August 2012 the Prosecutor General’s Office of the Russian Federation sent to the competent authorities of the said country a request to extradite Mr. Kan to Russia, which was granted in January 2016. Today Mr. Kan is going to be extradited to Russia escorted by officials of the Russian Federation Penitentiary Service and the Russian Bureau of Interpol.
