The Judicial Chamber for Criminal Cases of the Supreme Court of the Russian Federation upheld the Ruling of the Oryol Regional Court of 25 August 2015, which found substantiated the Resolution issued by the Deputy Prosecutor of the Russian Federation Gennady Lopatin on the extradition to the Republic of Uzbekistan of a 30-year-old Uzbek citizen Shakhobiddin Urinov with the view of his criminal prosecution for the financing of terrorism (Article 155 (1) of the Criminal Code of the Republic of Uzbekistan is consistent with Article 205.1 (1) of the Criminal Code of the Russian Federation).
The charges against Urinov are based on the fact that he became member of the religious extremist movement "Tabligchilar" in the Republic of Uzbekistan in 2009, and joined the terrorist organization "Islamic Party of Turkestan" in March 2012 (its activity is prohibited on the territory of the Russian Federation).
While in Moscow, up to October, 2012, he had recruited supporters and raised money to support the "Islamic Party of Turkestan" which was secretly operating in Afghanistan and Pakistan.
Mr. Urinov and his counsel filed appeals in which they expressed disagreement with the decision and claimed about violations of the criminal procedure law made by the court of first instance.
The arguments of Mr. Urinov and his defense were refuted by the representative of the Prosecutor General’s Office of the Russian Federation who participated in the court of appeals hearings.
The decision entered into legal force.

Uzbek Citizen Accused of Financing of Terrorism in his Homeland to be Extradited to Law Enforcement Bodies of the Republic of Uzbekistan
