At the request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of the Republic of Cyprus extradited to Russia a citizen of the Russian Federation Natalia Konovalova.
The Russian law enforcement agencies brought her to criminal responsibility for committing crimes under Part 5 Article 33, Part 4 Article 160 (complicity in misappropriation of another person’s property entrusted to the perpetrator committed by an organized group on an especially large scale), and Part 3 Article 174.1 (legalization of monetary funds and other property acquired by the person as a result of crime committed in a large scale) of the Criminal Code of the Russian Federation.
It is established that from March, 2005 to February, 2006, Mrs. Konovalova, being a Deputy Director of LLC Regma V.G., as part of an organized group, has committed a theft of the entrusted property of the oil company JSC Tomskneft VNK and its subsidiary LLC Tomskneft-Service in an especially large scale, as well as subsequent legalization of property obtained by criminal means.
The amount of damage caused to Tomskneft by actions committed by Mrs. Konovalova amounts to more than 8.2 billion roubles.
Given the fact that Mrs. Konovalova fled from criminal prosecution, she was put on the federal wanted list in December, 2006, and in December, 2008 – on international wanted list.
In connection with establishing her location in Cyprus, in November, 2010, the Prosecutor General’s Office of the Russian Federation submitted to the competent authorities of the said state a request for her extradition.
In October, 2011, according to the results of hearings, the District Court of Limassol refused to extradite the defendant with reference to political motives of criminal prosecution, as well as in connection with doubt in a fair trial to be conducted in the Russian Federation.
At the request of the Prosecutor General’s Office of the Russian Federation and on the basis of the materials submitted by the Russian side, the Prosecutor’s Office of Cyprus has filed an appeal against this decision.
Due to active cooperation between the Prosecutor’s Offices of Russia and Cyprus, in September, 2015, the Supreme Court of Cyprus has cancelled the decision of the court of the first instance and adopted the decision to extradite Mrs. Konovalova. The Minister of Justice and Public Order of the Republic of Cyprus has approved the present decision.
Mrs. Konovalova has been extradited to Russia accompanied by employees of the Federal Penitentiary Service of Russia and the Russian Bureau of Interpol.

On Extradition to Russia from Cyprus of Citizen of Russia Natalia Konovalova
