Extradition from France to Russia of the Russian citizen Sergey Pestov accused of committing grave crimes

Today, May 20, 2015, upon the request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of the Republic of France will extradite the citizen of the Russian Federation Sergey Pestov to Russia.

He is accused by the investigative authorities of criminal offences stipulated by Article 163 (2 “a” and “c”) (extortion committed by a group of persons by prior collusion with application of force), Article 161 (2 “a” and “d”) (robbery committed by a group of persons by prior collusion, with the use of violence not dangerous for human life), and Article 126 (2 “a”, b, “h”) (abduction committed by a group of persons by prior collusion, with the use of violence dangerous to human life and health, out of mercenary motives) of the Criminal Code of the Russian Federation.

The Investigative Department of the Investigative Committee of the Russian Federation for the Kemerovo Region is inquiring into the criminal case against Mr Pestov.

The investigation revealed that in the summer of 2006, Mr Pestov and his accomplices extorted 14,000-15,000 roubles every month from the owner of a car repair firm for the so called “protection” from the criminal groups operating in the city of Novokuznetsk, the Kemerovo Region. As the victim refused to pay the money, they forcibly entered his apartment, and threatening him with a knife, stole the property worth about 28,000 roubles. Pestov and his accomplices then drove the victim to a forest where they physically assaulted him and demanded that he take out a loan in his name and transfer the money to them. Their attempt, however, was unsuccessful.

In October 2006, Pestov and two other defendants abducted the businessman from his own home and kept him in a garage without food or water handcuffed to a metal structure.

In addition, Mr Pestov extorted a sum of 30,000 roubles from the victim’s brother, who was also brought to a deserted location and physically assaulted in October-November 2006.

Since Pestov absconded from criminal prosecution, he was placed on the federal wanted list in June 2011, and then on the international wanted list, in April 2012.

In May 2013, he was arrested in France.

In June 2013, the Prosecutor General’s Office of the Russian Federation submitted a request to the Ministry of Justice of the French Republic for his extradition to Russia, which was granted in April 2015.

Today, Sergey Pestov will be extradited to Russia under the escort of officers of the Federal Penitentiary Service of Russia and the Russian National Central Bureau of INTERPOL.
