Extradition from Spain to Russia of Russian citizen Dmitry Zavyalov, organiser of the Pushkino gang responsible for more than 20 murders

Today, April 30, 2015, upon the request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of the Kingdom of Spain will extradite citizen of the Russian Federation Dmitry Zavyalov to Russia.

He is accused by the investigative authorities of committing criminal offences stipulated by Part 1 Article 209 (creation, leadership and part6icipation in a stable armed group (gang)), paragraphs a, g, h of Part 2 of Article 105 (homicide committed by an organized group, by hire, entailing banditry), Part 3 of Article 222 (illegal acquisition, transfer, storage, or transportation of firearms committed by an organized group), paragraphs a and b of Part 3 and Part 4 of Article 111 (intentional causing of grave harm to health of two or more persons – 4 episodes, with respect to two persons which entailed death of the victim by negligence – 2 episodes), paragraph a of Part 3 of Article 161 (open stealing), paragraphs a and c of Part 4 of Article 162 (assault with intent to rob), Part 1 of Article 210 (organization, leadership of a criminal society (criminal organization) for committing grave or especially grave crimes), and Part 2 of Article 213 (hooliganism committed with the use of arms) of the Criminal Code of the Russian Federation.

The General Investigative Department of the Investigative Committee of the Russian Federation for Moscow is inquiring into criminal case with respect to Mr Zavyalov.

The investigation disclosed that from 1999 to 2009, in Moscow, the Moscow Region, and a number of other regions, a gang led by Zavyalov attacked people and organizations, extorted money from the principals of the companies and entrepreneurs for so called “criminal protection”, and committed murders and other grave and especially grave crimes.

Members of the gang purchased vehicles and various firearms, and produced and used counterfeit documents etc. in order to commit these crimes.

Since the time of creation of the gang, its members have committed 19 murders, several attempted murders, causing of grave harm resulting in the death of two persons, and many other criminal acts.

As Zavyalov absconded from criminal prosecution, in August 2009 he was placed on the federal wanted list, and in December 2009 he was placed on the international wanted list.

In May 2014 he was arrested in Spain.

In June and August 2014, the Prosecutor General’s Office of the Russian Federation submitted an extradition request to the competent authorities of the Kingdom of Spain, which was approved by the Council of Ministers of Spain in April 2015.

Today Dmitry Zavyalov will be extradited to Russia under the escort of officers of the Federal Penitentiary Service of Russia, and the Interpol Bureau of Russia.
