On extradition of Russian citizen Aleksandr Dmitriev, former deputy of Omsk City Council, accused of swindling in the amount of over 430 million rubles, to Russia from Estonia

Today, June 27, 2014, according to the demand of the Office of the Prosecutor General of the Russian Federation, the competent authorities of the Republic of Estonia will extradite Aleksandr Dmitriev, former deputy of Omsk City Council, to Russia. 

Bodies conducting investigation accuse him of crimes set out in part 4 of the Article 159 (fraud, committed by a person in abuse of his or her official position, in a particularly important amount) and part 1 of the Article 201 (abuse of authority, i.e. the use of authority by a person discharging managerial functions in a profit-making or any other organization in defiance of the lawful interests of this organization and for the purpose of deriving benefits and advantages for himself or for other persons or for the purpose of inflicting harm on other persons, if this deed has involved the infliction of substantial damage on the rights and lawful interests of individuals or organizations or on the legally-protected interests of the society or the State) of the Criminal Code Of the Russian Federation. 

The criminal proceedings against Dmitriev have been initiated in 2010 and are conducted by the Investigations Office of the Investigation Committee of the Russian Federation in Omsk region. 

The initial investigation disclosed that during the period 2007-2009 Dmitriev, who had been director of branch JSCB “AK Bars” OJSC in Omsk since 2005, drawn up over 100 agreements granting mortgage loans to natural persons in the amount of 335 million rubles and to legal persons in the amount of 80 million rubles. The mentioned funds were thereafter released to accounts of companies overseen by Dmitriev and were spent at his own discretion. 

Since Dmitriev has evaded the investigative authorities, a federal investigation was launched against him in March 2011, and international investigation in September 2011. 

Due to the fact he was located in Estonia, the Office of the Prosecutor General of the Russian Federation transmitted the request for extradition to the Office of the Prosecutor General of Estonia, which was accepted in February 2014. 

Today, escorted by the representatives of Federal Penal Correction Service of the Russian Federation and Russian INTERPOL bureau, Aleksandr Dmitriev will be extradited to Russia.
