On extradition of Russian citizens Valeriy Poliakov and Alexey Kosenok, accused of seizure of enterprise's property and extortion within the territory Kemerovo Oblast, to Russia from Vietnam

Today, December 6, 2013, at the request of the Prosecutor General's Office of the Russian Federation the competent authorities of the Socialist Republic of Vietnam are extraditing Russian citizens Valeriy Poliakov and Alexey Kosenok. Investigating bodies accuse Poliakov of creating a stable armed group (band), which had been acting in Kemerovo Oblast since 2009 till 2012. 

He was the head of the group, participated in attacks against people and seizure of property of others on a very large scale. 

Kosenok is accused of extortion of property from citizens and private entrepreneurs, committed with threats and violence against victims as a part of the group. 

The criminal case against Poliakov and Kosenok is pending by the investigative section of the Main Investigative Directorate of the Main Directorate of the Ministry of Internal Affairs of Russia for Kemerovo Oblast. 

As the stated persons had fled from law enforcement agencies, in 2012 they were put on federal and international wanted lists. 

In July 2013 Poliakov and Kosenok were detained when they tried to cross the border with the Socialist Republic of Vietnam. 

At the same time, the Prosecutor General's Office of the Russian Federation sent requests for their extradition to Russia to the competent authorities of the Socialist Republic of Vietnam; the requests were satisfied in November 2013. 

It is important to emphasize that while preparation and sending of the correspondent requests, the Prosecutor General's Office of the Russian Federation for the first time used norms and provisions, established in the Agreement between Russia and Vietnam for legal assistance and legal relations in civil and criminal cases dated August 25, 1998, and Protocol to the agreement dated July 23, 2003. 

Today Russian citizens Valeriy Poliakov and Alexey Kosenok, escorted by officials of Federal Penitentiary Service and those of Interpol Bureau of Russia, will be extradited to Russia.
