Prosecutor General of the Russian Federation Yuri Chayka paid a visit to Prague, Czech Republic. Russian delegation also included Deputy Prosecutor General of the Russian Federation Alexander Zvyagintsev and Vice Chief of the General Board of international judicial cooperation Vladimir Zimin.
In the course of the business visit, Yuri Chayka met Supreme State Representative of Czech Republic Pavel Zeman.
Prosecutor General of the Russian Federation expressed gratitude to mister Zeman for hospitality and arrangement of a meeting that constitutes a follow-up of previously undertaken efforts for shaping of a new nature of relations between Russian and Czech Procuracy.
Yuri Chayka noted that the Prosecutor General's Office of the Russian Federation and the Supreme State Representative office of Czech Republic are connected by longstanding track of bilateral interaction on the basis of mutual interest in increasing of strategic partnership between the countries and strengthening of international prosecutorial cooperation.
During the meeting Chief Officers of the departments signed the Cooperation Memorandum between the Prosecutor General's Office of the Russian Federation and the Supreme State Representative office of Czech Republic.
The documents envisage exchange of experience and data concerning the condition and trends of crimes in the area of protection of human rights and liberties, legal systems and national legislation, in the area of crime prevention, including organized crime, terrorism, extremism, corruption, illegal traffic of arms and psychotropic substances, economic crimes, as well as return of assets and property, acquired in a criminal way, in the area of high technologies and other crimes , representing substantial threat for society. Apart from this, Memorandum foresees conduction of joint conferences, seminars and round tables, arrangement of expert visits for examination and exchange of experience, derived from activity of Procuracies and cooperation in the area of training and professional development of prosecutors.
Besides, Yuri Chayka and Pavel Zeman have signed Cooperation Program between the Prosecutor General's Office of the Russian Federation and the Supreme State Representative office of Czech Republic for 2013-2015.
The document stipulates exchange of departmental and scientific publications and methodological materials on Key Focus Areas of agencies and offices of the Prosecutor General's Office of the Russian Federation and the State Representative office of Czech Republic.
Thus, the Program provides holding of a «round table» on topic «Role and competence of the Prosecutor General's Office of the Russian Federation and the Supreme State Representative office of Czech Republic beyond the penal-legal sphere» and conduction of advising events in Czech Republic, concerning rendering of legal assistance in criminal cases.
For the year 2015, there have been planned seminars on the topic «Activities of the Prosecutor General's Office of the Russian Federation and the Supreme State Representative office of Czech Republic, on the counteractions against transnational organized crime» (first half of the year, Russia) and in regard of participation of prosecutors from the Russian Federation and the state representatives of Czech Republic in hearing of criminal cases by the courts (second half of the year, Czech Republic).
Yuri Chayka noted that interdepartmental contacts are carried out not only bilaterally, but also within the framework of different international bodies and agencies, including the European Union and the Council of Europe. For example, in September, this year 18-th Annual Conference of International Prosecutors Association was held in Moscow, which resulted in international prosecutorial community adopting a set of important recommendations , including those relating to distribution of advanced experience in the sphere of search and detention of criminals gone into hiding, rendering legal assistance in criminal cases, forfeiture and reimbursement of stolen assets as well as protection of basic human rights and liberties by the prosecutors.
Yuri Chayka expressed confidence that bilateral work on fulfillment of resolutions of this conference and other international forums shall bring the positions together, strengthen mutual understanding, and eventually contribute to more efficient implementation of supremacy of the law-principle, and signing of Memorandum and Cooperation Programs shall increase the efficiency of activities of the Procuracies on accomplishment of the entrusted tasks.
