About the extradition to Russia from Turkey of a citizen of the Russian Federation Lyubov Kotiy-Alikina, accused of fraud

Today, on October 3rd, 2012 at the request of the General Prosecutor's office of the Russian Federation, the competent authorities of the Turkish Republic are extraditing a citizen of the Russian Federation Lyubov Kotiy-Alikina. She is accused of committing five crimes foreseen by part 4 of article 159 (fraud, i.e. misappropriation of other people's property by means of a deceit and breach of trust committed by an organized group, on especially large scale) of the Criminal code of the Russian Federation.

The criminal case is in the execution stage of the investigative unit of the investigative department under the Board of the Ministry of Internal Affairs of Russia for the city of Perm.

As established by the investigation, within the period of the years 2006 to 2008 in the city of Perm Kotiy-Alikina together with her accomplice, being the founders of LLC "Uspeshnye Lyudi” (Successful people), offered to the residents of the city to improve their housing conditions by means of selling of owned apartments. The proceeds of deals were further subject to invest into LLC “Uspeshnye Lyudi” passing the money on interest.

Moreover, they have made a number of machinations with mortgage loans of citizens, convincing them that LLC "Uspeshnye Lyudi" would pay off their loans until full repayment at the expense of monetary funds passed on interest.

Kotiy-Alikina and her accomplice made payments on Bank loans in repayment of debts under credits of citizens until October 2008 and stopped paying off further payments.

The actions of these persons caused harms to the victims in the amount of more than 88 million rubles.

In September 2009 regarding to Kotiy-Alikina it was a decision about announcing her in the Federal search, and in March 2010 she was placed into the international wanted list.

In February 2009 Kotiy-Alikina was detained on the territory of Turkey.

In March 2011 the General Prosecutor's office of the Russian Federation forwarded to the Ministry of justice of the Republic of Turkey a request for extradition of Kotiy-Alikina which was satisfied in July 2012.

Today, accompanied by the employees of the FSIN (Federal Service of Execution of Punishment) of Russia and the Russian Bureau of Interpol, Lyubov Kotiy-Alikina is extradited to Russia.

It should be noted that this is the first extradition of an accused person from Turkey over the past few years.
