About the extradition to Russia from Israel of a citizen of the Russian Federation Leonid Sukhikh accused of inflicting grievous bodily harm

Today, upon the request of the General Prosecutor's office of the Russian Federation, the competent authorities of the State of Israel are extraditing a citizen of the Russian Federation Leonid Sukhikh. He is accused of a crime foreseen by part 1 of article 111 (intentional infliction of serious harm to health) of the Criminal code of the Russian Federation.

The criminal case against Sukhikh is in the execution stage of investigatory department at the Division of Internal Affairs under Odoyevsky district of Tula region.

As determined by the investigation, in December 2004 in the district of Odoyev of Tula region, Sukhikh being in a condition of alcoholic intoxication in the course of a quarrel with his wife beat her severely causing serious harm to her health.

Since Sukhikh disappeared from the law enforcement authorities, in March 2005 he was declared in the Federal search, and in November 2009 after receiving of the information about his location in Israel he was placed into the international wanted list.

In December 2009, the General Prosecutor's office of the Russian Federation forwarded to the competent authorities of the State of Israel a request for detention and extradition of Sukhikh which was satisfied in June 2012.

Today, accompanied by the employees of the FSIN (Federal Service of Execution of Punishment) of Russia and the Russian Bureau of Interpol, Leonid Sukhikh is extradited to Russia.

Cooperation in the sphere of extradition between the Russian Federation and the State of Israel is carried out in accordance with the European Convention on extradition from 13.12.1957.

In April of the current year in the city of Jerusalem (Israel), the delegation of the General Prosecutor's office of the Russian Federation held a working meeting on the issues of international cooperation in criminal matters with the Attorney General of Israel Moshe Lador as well as with the management of the Department on International Affairs of the Ministry of justice of Israel and the International Legal Department of the Israeli Police.

Moreover, it was held a meeting with the Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Israel Sergei Yakovlev who noted that for the first time in the last 15 years the competent authorities of Israel step forward to discussion at such a high level of questions on extradition and legal assistance between our countries.

In the course of the mentioned negotiations which were held in a constructive manner it was possible not only to discuss topical questions of extradition and legal assistance in criminal matters between Russia and Israel but also it was possible to outline the ways of solution of the problems arising in this sphere. ne-heiW� nrh&��_�n lang=EN-US style='

It was noted that interdepartmental cooperation is implemented not only in a bilateral format but also in the framework of the Council of Europe in the matters of modernisation of European conventions on extradition and legal assistance in criminal matters, including in the part of developing of a mechanism for resolution of disputes arising during the consideration of extradition requests.

The parties discussed the key role of the Prosecutor's activities outside the criminal law field as an element of the protection of interests of the state as a whole through an individually taken citizen. In this regard Yury Chayka noted that the next step towards strengthening and development of the human rights of powers of the bodies of the Prosecutor's office at the international level will be adoption by the Committee of Ministers of the Council of Europe of a recommendation about the role of public prosecution outside the criminal law field which is elaborated upon the initiative and with participation of the General Prosecutor's office of the Russian Federation. The Project of the document was approved at the end of June of this year at the plenary session of the European Committee on legal cooperation and submitted for consideration to the Committee of Ministers of the Council of Europe.

Moreover, the sides discussed the topic of cooperation in the struggling against organized criminality and «laundering of incomes» obtained by criminal way. This work is carried out in accordance with the Memorandum about cooperation between the General Prosecutor's office of the Russian Federation and the National Board for the fight with the mafia from 2002. Stable interest in the exchange of experience in this area served as the basis for decision-making in developing of the meetings of Russian and Italian experts into the meetings of more regular basis. For this it was developed the project of the Program of cooperation between the General Prosecutor's office of the Russian Federation and the National Prosecutor's office of the Italian Republic on the fight with the mafia for the years of 2013-2014, the signing of which is planned for October of this year.

The Minister of justice of the Republic of Italy thanked Yury Chayka for the reception and the opportunity to exchange opinions on the most topical issues of cooperation. She particularly noted the positive influence of his personal involvement in the processes of modernization and improvement of the mechanisms of interdepartmental cooperation and also, supported the work of the Russian Prosecutor's office in preparation of new legal mechanisms.
