About extradition to Russia from Spain of a citizen of RF Dmitry Belkin, a member of the gang “Orekhovskaya” blamed for committing a number of heavy and particularly grave crimes

Today, upon the request of the General Prosecutor's office of the Russian Federation, the competent authorities of the Kingdom of Spain are extraditing to Russia a citizen of the Russian Federation Dmitry Belkin. He is accused of committing crimes foreseen in part 1 of article 209 (creation of a stable armed group (band) with the purpose of attack citizens and organizations, and managing it), part 1 of article 210 (creation of a criminal community (criminal organization) for committing heavy and particularly grave crimes and leading it), part 3 of article 222 (illegal purchase, transference, sale, storage, transportation and carrying of weapons and ammunition by an organized group) of the Criminal code of the Russian Federation (in the wording of Federal law № 63-FZ dated 13.06.1996), points "a, v, z, n" of article 102 (deliberate murder with aggravating circumstances, committed for mercenary inducement, concerning two and more persons by prior conspiracy by a group of persons, of a person due to his/her fulfillment of public duties - 11 episodes) of the Criminal code of the RSFSR (in the wording of Federal law № 61-FZ dated 22.03.1995), points "a, z, k" in part 2 of article 105 (murder, i.e. a deliberate causing of death to other person, committed for mercenary inducement, concerning two or more persons associated with gangsterism, with the purpose of concealing of other crime - 11 episodes), part 3 of article 30 and points "a, z, k" in part 2 of article 105 (murder, i.e. a deliberate causing of death to other person, committed for mercenary inducement, concerning two or more persons associated with gangsterism, - 2 episode), article 295 (encroachment upon the life of an investigator due to fulfillment of a preliminary investigation with the purpose of prevention of his legal activity and in revenge for such activity) of the Criminal code of the Russian Federation (in the wording of Federal law № 162-FZ dated 08.12.2003)

The criminal case against Belkin is under execution of the first Department for investigation of particularly important cases of the Main Investigative Department of the Investigative Committee of the Russian Federation for the city of Moscow.

As established by the investigation, in the beginning of 90-ies Belkin together with Butorin (previously extradited to Russian from Spain) and other persons created a stable armed group (band) with the purpose of committing attacks against citizens and organizations.

In the beginning of 1993, several bands, including the one which was managed by Belkin, with the purpose of larger scale penetration into commercial structures and increasing of their financial means inflow, both for personal enrichment as well as for the expansion of activities of gangs, organized a criminal community which was managed by Belkin, Butorin and the Pyliov brothers since 1996.

Later on they bought immovable properties in Greece and Spain, which were periodically used as places for meeting of arriving from Russia members of the criminal organization with the purpose of coordination of their actions and provision of required instructions. Also, they provided their houses and other properties at the visitors´ disposal for commitment of planned crimes.

The members of the "orekhovskaya" gang in the period from 1994 to 2000 armed themselves with illegally acquired firearms, ammunition and explosives which were later on used in commitment of crimes. According to the investigation reports, Belkin together with accomplices of crimes in the period from August 1995 to October 1998 committed murders of 27 citizens and attempted on lives of other 7 citizens. Also, members of the gang in educational purposes committed murders of those members of the same organized criminal group, who had violated the established discipline in the gang.

Furthermore, in October 1998 Belkin and members of the "orekhovskaya" gang murdered a senior investigation officer of the prosecutor's office Yury Kerez who had been investigating the criminal case instituted on the fact of organization of a criminal community and extortion of money from businessmen in the city of Odintsovo-10.

Since after commitment of the mentioned crimes Belkin disappeared from law-and-order organs, in October 1998 he was declared in the Federal search, and in February 2011he was placed into the international wanted list.

At the end of January 2011 the abode of Belkin was determined on the territory of the French Republic from where he managed to escape before the start-up of extradition procedure. However, in April 2011 he was arrested in Spain.

In May 2011 the General Prosecutor's office of the Russian Federation forwarded to the competent authorities of the Kingdom of Spain the request on extradition of Belkin which was satisfied in February 2012.

Today, accompanied by the employees of the FSIN (Federal Service of Execution of Punishment) of Russia and the Russian Bureau of Interpol, Dmitry Belkin is extradited to Russia.
