About extradition to Russia from Monaco of a citizen of the Russian Federation Konstantin Matvienko

Today, upon the request of the General Prosecutor's office of the Russian Federation, the competent authorities of the Principality of Monaco are extraditing a citizen of the Russian Federation Konstantin Matvienko. He is charged with commitment of a crime foreseen by part 1 of article 228 (illegal purchase and storage of narcotic substances without the purpose of sale in large volumes) of the Criminal Code of the Russian Federation.

In October 2008 the Sverdlovsk district court of the city of Kostroma blamed and sentenced Matvienko in his absence to 2 years of imprisonment in a correctional colony of strict regime.

By the trial he had been found guilty in the fact that in July 2006 in a village Vysokovo of the city of Kostroma, from unidentified persons without the aim of selling, he got drug containing diacethylmorfin (heroin). The drug was packed into three rolls of metal foil and it was of total weight of not less than 1.61 grams. Matvienko kept it with himself in a car "taxi" of brand "Ford-Focus" up to his detention on the same day by the employees of UFSKN (Department of Federal Service for Control of Drug) of the Russian Federation in Kostroma region.

Since after ending of the preliminary investigation Matvienko did not show up in the court session, in October 2006 he was declared in the Federal search and in March 2007 he was placed into the international wanted list.

In November 2008 Matvienko was detained under other name on the territory of France for keeping and use of forged documents and for illegal entry into the country. In January 2009 he was released from custody and disappeared.

In August 2011 Matvienko was detained on the territory of the Principality of Monaco, later on the General Prosecutor's office of the Russian Federation forwarded to the competent authorities of Monaco a request for his extradition. In October 2011 the request was satisfied, however, the extradition of the person was postponed until the end of the course of medical treatment prescribed to the extradited.

In December 2011 the governmental authorities of Monaco informed about the readiness for implementation of extradition of the perpetrator to the Russian side. Then the General Prosecutor's office of the Russian Federation forwarded to the competent authorities of France an application for permission of transit transfer of Matvienko through the territory of that country. In the month of February of this year the application was satisfied by the French governmental authorities.

Today, accompanied by the employees of the FSIN (Federal Service of Execution of Punishment) of Russia and the Russian Bureau of Interpol Kostiantyn Matvienko is extradited to Russia.
