About the extradition to Russia from Bulgaria of a citizen of the Russian Federation Maksim Sapozhnikov accused of abuse of official powers, fraud and other crimes

Today, upon the request of the General Prosecutor's office of the Russian Federation, the competent authorities of the Republic of Bulgaria are extraditing to Russia a citizen of the Russian Federation Maksim Sapozhnikov. By the investigation authorities he is accused of committing crimes foreseen by the paragraph "a" in part 3 of article 286 (abuse of official powers) and by part 3 of article 30 and part 4 of article 159 (fraud committed by an organized group or in especially large scale) by part 3 of article 30, by the paragraphs "a", "b" in part 3 of article 161 (attempt of robbery), by part 2 of article 325 (abduction of a citizen's passport or other important personal document) of the Criminal code of the Russian Federation.

The criminal case against Sapozhnikov is in the execution stage of the investigatory division of the Western administrative district of the Investigative Department of the Investigative Committee of the Russian Federation for the city of Moscow.

It is established that Sapozhnikov being a deputy head of the 2nd division of OID KM (operative investigative department of militia) in the line of Criminal Investigation №3 of the Main Board of Internal Affairs in Moscow region, was a member of an organized criminal group, which included other persons who were employees of militia. In December 2006 the members of this organized group without any legal grounds detained a truck "MAN" carrying the goods for the amount of more than 4 million rubles. After that the participants in the organized group accepted a decision about transportation of the cargo allegedly to warehouses of secure storage under suspicion of its smuggling about what they said to the owner of the cargo when he arrived at the place. After that the accomplices held talks with the owner of the cargo on giving of money consideration in exchange for the return of the goods. However, the accomplices of the organized group did not fulfill their criminal intention to the end since they were detained at the scene of the crime. Sapozhnikov managed to escape the place of the crime.

In connection with the fact that Maksim Sapozhnikov disappeared from the bodies of preliminary investigation, in September 2007 he was announced in the international search.

In December 2010 Sapozhnikov was detained on the territory of the Republic of Bulgaria.

In January 2011 the General Prosecutor's office of the Russian Federation forwarded to the Ministry of justice of the Republic of Bulgaria a request about his extradition for bringing him to the criminal liability which was satisfied at the same time.

Today, accompanied by the employees of the Russian Bureau of Interpol, Maksim Sapozhnikov is extradited to Russia.
