Today, upon request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of the Kingdom of the Netherlands have extradited Lithuanian citizen Grigorijs Spektors to Russia. The investigative authorities charged G.Spektors with the commission of crimes defined by Article 159, part 3 (large-scale fraud) of the Criminal Code of the Russian Federation.
It was established that in 2003, G.Spektors falsely presenting himself as an Advisor to the Chief of one of the Departments of the Government of the city of Moscow, took fraudulent actions in relation to a number of commercial organizations of the city of Moscow and their executives, having caused material damage in the amount of over RUB 17 million.
The criminal case against G.Spektors is under investigation by the Chief Investigative Department under the General Department of Internal Affairs for the city of Moscow.
In April 2005, G.Spektors was put on federal wanted list and in July 2008 – on international wanted list. At the same time, he was located in Trinidad and Tobago, and later in Guyana. In this regard, in August and October 2008 the Prosecutor General Office of the Russian Federation sent requests for extradition of G.Spektors, which were not satisfied because the fugitive had already left the territory of the above countries.
In January 2009, G.Spektors was detained on the territory of the Kingdom of the Netherlands.
In view of close co-operation between the Prosecutor General’s Office of the Russian Federation and the Ministry of Justice and National Police of the Kingdom of the Netherlands, the request for extradition of G.Spektors was satisfied in July 2009.
This has been the second decision made by the Dutch competent authorities on extradition of fugitives wanted by the Russian law-enforcement authorities this year.
Today, G.Spektors has been extradited to Russia under the escort of the Russian Interpol Bureau and the Federal Penitentiary Service officers.
