Extradition of Khurshid Normuradov, Charged with Murder of the Family of a French Citizen in Moscow

Today, upon request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of the Republic of Kazakhstan have extradited Khurshid Normuradov, a citizen of the Republic of Uzbekistan, to Russia.

The investigative authorities accused Kh.Normuradov of the commission of crimes under Article 105, part 2, paras. “a”, “c”, “h”, “i” (murder, i.e. an intentional causing of death to a person, three persons, a person who is known by the killer to be in a helpless state, committed by a group of persons upon a previous conspiracy associated with robbery with violence) and Article 162, part 4, para. “c” (robbery, i.e. an assault for the purposes of misappropriation of someone else’s property committed by a group of persons under a previous conspiracy using violence that posed danger to human life, and application of objects served as weapon, inflicting serious harm to the health of a victim) of the Criminal Code of the Russian Federation.

The criminal case against Kh.Normuradov is under investigation by the Investigative Division for the Central Administrative District of the Investigative Department of the Investigative Committee under the Public Prosecution Service of the Russian Federation for the city of Moscow.

In April 2009, the accused along with other persons, broke into an apartment in Moscow, where the family of Mr. Thierry Spinelli, a French citizen, was residing, and murdered the Spinelli couple and their little daughter, stole no less than Euro 20 000 and other property and then fled. Later on, he was detained on the territory of Kazakhstan.

In May 2009, the Prosecutor General’s Office of the Russian Federation sent a request for extradition of Kh.Normuradov to the Prosecutor General’s Office of the Republic of Kazakhstan, to initiate criminal proceedings against him.

In June 2009, the Prosecutor General’s Office of the Republic of Kazakhstan decided to satisfy the request for extradition of Kh.Normuradov to the Russian Federation.

Today, Kh.Normuradov has been extradited to Russia under the escort of the officers of the Federal Penitentiary Service of Russia.

It should be specifically noted that in 2008 the Prosecutor General’s of the Republic of Kazakhstan satisfied 46 Russian requests for extradition, and in 1Q 2009 – 39 requests, proving that there is a close and well-tuned interagency co-operation between these two countries.
