Extradition of Russian Citizen Nikolai Vrabets, Charged with Fraud Committed by an Organized Group, from Russia to the Netherlands

On April 3, 2009, upon request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of the Kingdom of the Netherlands extradite Russian citizen Nikolai Vrabets to Russia.

The decision on his extradition was carried out by the Ministry of Justice of the Kingdom of the Netherlands in September 2008, and it took effect upon completion of appeal proceedings.

The investigative authorities established that N.Vrabets committed crimes envisaged by Article 159, part 4 (fraud committed by an organized group on especially large scale), Article 327, part 2 (forgery of a public document lodging with powers in case of its use, facilitation of the commission of the crime) of the Criminal Code of the Russian Federation.

The criminal case against N.Vrabets is under consideration by the Zheleznodorozhny District Court of the city of Khabarovsk, which issued a guilty verdict in relation to other members of the criminal group in 2006.

The investigative authorities found out that N.Vrabets from July 2001 to November 2002 set up and headed a criminal group, which manufactured forged requests of the Ministry of Defense of the Russian Federation and misappropriated funds in the amount of over RUB 2 million.

Nikolai Vrabets had been in hiding from judicial authorities abroad since October 2005until he was detained on the territory of the Netherlands in May 2007.

This is the first positive result of co-operation over the last six years with the competent authorities of the Netherlands on extradition of fugitives wanted by the Russian law-enforcement authorities.

N.Vrabets has been extradited today to Russia under the escort of the Russian Interpol Bureau and the Federal Penitentiary Service officers.
