Extradition of Lithuanian National Remigijus Uljavicus Charged with Manslaughter in a Traffic Accident

On November 20, 2008, upon request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of the Republic of Poland will extradite Lithuanian citizen Remigijus Uljavicus to Russia.

The investigative authorities charged R.Uljavicus with crimes defined by Article 264, part 2 (violation of traffic safety rules by a person driving a vehicle leading to a manslaughter) of the Criminal Code of the Russian Federation.

The criminal case against R.Uljavicus is under investigation in the Investigative Department under the Department of Internal Affairs for the Istra District of the Moscow Region.

The charges laid against R.Uljavicus are as follows: in June 2005 on the 65th kilometer of Moscow-Riga highway in the Istra District of the Moscow Region, while overtaking a vehicle driving in the same direction, he collided with that vehicle and it turned over. The passenger in the vehicle died.

Upon request of the Prosecutor’s Office of the Russian Federation, R.Uljavicus was put on the international wanted list; thereafter in July 2007 he was located in Lithuania. However, the surrender of the accused in compliance with the request of the Russian party, which was satisfied in November 2007, failed because the Latvian Court released him from custody and the latter fled from the law-enforcement authorities.

In June 2008, R.Uljavicus was detained in Poland when crossing the Polish border. In July 2008, the Prosecutor General’s Office of the Russian Federation sent a request for his extradition to the Ministry of Justice of the Republic of Poland.

Today, R.Uljavicus has been extradited to Russia under the escort of the Russian Federal Penitentiary Service officers.
