On September 5, 2008, upon request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of Estonia will extradite Russian citizen Sergey Aktashev to Russia.
The investigative authorities charged S.Aktashev with crimes under Article 210, part 2, (establishment of a criminal association (criminal organization), Article 327, parts 2, 3 (forgery of an official document lodging with powers in case of its use, committed for the purposes of concealment of other crime or facilitation of its commission, and use of deliberately forged document), Article 173 (pseudo-entrepreneurship, i.e. establishment of a profit-making organization without the intent to carry our entrepreneurial activities aimed at deriving of property profit and covering up prohibited activity that caused large-scale damage to citizens), Article 159, part 4 (fraud committed by an organized group on a large scale), Article 174-1, part 4 (legalization (laundering) of proceeds of crime on especially large scale) of the Criminal Code of the Russian Federation.
The criminal case against S.Aktashev is under investigation by the Chief Investigations Department under the General Department of Internal Affairs for the Samara Region.
The investigation established that during 2003-2004, S.Aktashev by means of deceit and abuse of trust concluded sham contracts on participation in investment and housing programs with citizens of Togliatti, Samara and the Samara Region. The damage caused by the unlawful activities of S.Aktashev amounted to over RUB 57 million.
In 2006, the Prosecutor General’s Office of the Russian Federation put S.Aktashev on the international wanted list and in September 2007 he was detained in Estonia.
In October 2007, the Prosecutor General’s Office of the Russian Federation forwarded a request for extradition of S.Aktashev to the competent authorities of Estonia, which was satisfied in 2008.
Today, S.Aktashev will be extradited to Russia under the escort of the Russian Interpol Bureau and Federal Penitentiary Service of Russia officers.
