On February 20, 2008 Moscow Zamoskvoretsky Court censured on the criminal case against ex-Head of Minatom Yevgeny Adamov, former Director of the State Unitary Enterprise 'State Research Center' Troitskiy Institute of Fusion Research and Innovation' Vyacheslav Pismenniy, former Director General of JSC 'Techsnabexport' Revmir Frayshtut.
As established by the court, in 1998-1999 Adamov organized in Moscow an organized group, which included Vyacheslav Pismenniy, Revmir Frayshtut and President of the Russian-American company 'Globe Nuclear Services and Supply GNSS, Limited' Alexander Chernov. They acted in defiance of interests of the Russian Federation with a view to obtain material profit both for themselves personally and for the members of the criminal group.
Adamov, Frayshtut and Pismenniy arranged the transfer of 62% of shares in the Russian-American uranium trading joint venture Globe Nuclear Services and Supply (GNSS), a private American company, controlled by Pismenniy. Russian structures lost over 30 million dollars of profit.
Besides, the court has established that by Adamov’s order the management of JSC 'Techsnabexport' wrote of the debt of GNSS exceeding 113 million US dollars for the uranium production that had been delivered to the Russian Federation, but unpaid. Ex-Head of Minatom decided to enter into a contract with GNSS on the disposal of natural uranium before 2013, the contract granted the company exclusive rights in this area subject to the conditions extremely disadvantageous for Russia. Presently, the criminal case against Alexander Chernov accused by investigation agencies of large-scale fraud committed in an organized group (par. 'a, b' part 3 art. CCRF 159 in edition of 13.06.1997, № 62 - FL), has been detached in a separate production, and an international search for him his has been announced.
The estimated total damage caused by the actions of the criminal group is 1 billion dollars.
The Court returned Yevgeny Adamov guilty of large-scale fraud committed in an organized group (par. 'a, b' part 3 st.159 CCRF in edition of 13.06.1996 № 63 - FZ), abuse of authority and excess of powers entailing serious consequences (ch.3 st.285, Clause 'in' part 3 art. Code 286) and sentenced him to 5 years and 6 months of imprisonment at a general regime penal colony. He was also disqualified for three years from public positions.
Vyacheslav Pismenniy and Revmin Frayshtut were found guilty of a major fraud committed in an organized group (par. 'a, b' part 3 st.159 CCRF in edition of 13.06.1996 № 63 - FZ), and sentenced to 4 years of probation imprisonment. Besides, Frayshtut was found guilty subject to part 2 st.201 of the Russian Criminal Code (entailing serious consequences), however due to the expiration of limitations for criminal responsibility he was released from the responsibility assigned under that article.
