On February 7, 2008 an expanded meeting of the panel of the Military Prosecutor's Office was held. During the meeting, the results of operation of the Military Prosecutor's Office in 2007 were summed up, and priorities for the military prosecutors for the current period were identified.
A panel was attended by Vladimir Lukin, Commissioner for Human Rights in the Russian Federation, top officers of the Prosecutor General's Office of the Russian Federation, the Russian Ministry of Defense, the Chief Command of the Internal Security Troops of the Ministry of Internal Affairs of Russia, and the Border Military Counterintelligence Department of the Federal Security Service of Russia, the Russian Emergency Ministry, military prosecutors of districts and fleets. In his speech, Chief Military Prosecutor Sergei Fridinsky said that in 2007 the military prosecutors effectively implemented supervision activities aimed at identifying violations of the law as well as taking specific measures to eliminate them.
The violated rights of more than over 400 thousand servicemen, their families and other citizens were restored. At the request of prosecutors, some 12 thousand illegal acts were canceled, and a damage caused to the State and exceeding 1 billion rubles was repaired.
Sergei Fridinsky stressed that the work underway in cooperation with the command, the security authorities in the troops, military courts, public institutions and civil society organizations working to ensure law and order in the troops had produced its positive results – a 20.3% decrease in the number of crimes committed by soldiers. Almost a quarter decrease was noted in the amount of grave offences and felonies, coupled with a reduction in the number of offences relating to arms and ammunition trafficking. The breaches of the Military Regulations and manhandling went down by more than a third, and, hence, the number of deaths caused by such crimes became almost by 50%.
Despite the decrease in the number of crimes, Chief Military Prosecutor demanded that the subordinate prosecutors conduct the entire range of prevention efforts in order to ensure safe conditions of military service and prevent the deaths of soldiers. It is also necessary to perform careful analysis of issues relating to the prevention of suicidal accidents among soldiers, traffic safety and transport operation.
Another serious challenge is offences performed by officers, including criminal assaults on military equipment and the budgetary funds allocated for defense purposes. Manifestations of corruption among the military personnel of this category is becoming systematic in nature, face more and more command personnel find themselves at the defendants' bench. Therefore, stressed Sergei Fridinsky, military prosecutors in conjunction with the security authorities and the command of the troops have to more intensively use the powers granted by the law in order to suppress all manifestations of corruption in the army.
Chief Military Prosecutor said that military prosecutors’ control over law enforcement at the stage of military draft during the past two years has produced serious results: hundreds of thousands of laws violations have been revealed and measures have been taken to repair them, over 50 criminal cases on bribetaking have been initiated, over 5 thousand A.W.O.L. personnel have been taken back.
Fridinsky specified the priorities for the current year: to coordinate the activities of law enforcement agencies in fighting crime and law violations in the troops, observance of constitutional rights and social guarantees of servicemen and their families.
Close attention of military prosecutors has also to be given to the issues concerning the execution by military officials of the federal law on preservation of federal property, proper use of budgetary funds earmarked for the national defense, fight against military officials’ crimes, including corruption, abuse of power and bribery. Currently, special attention should be paid to effective procuracy supervision of the execution of electoral legislation, ensuring electoral rights and freedoms of the servicemen.
