The bodies of the subjects of the Russian Federation Prosecutor's Office conducted inspection of the legislative regulations execution in the operation of gas equipment in residential houses and other buildings.
Thus, in 2007 the prosecutors of St. Petersburg inspected homeowners associations’ observance of the legislation on the appropriate maintenance of gas systems in apartment buildings. As a result of the inspection the chairmen of housing cooperatives (resistance), housing were given 368 instructions on eliminating violations of the law, as well as 45 cases of administrative offences stipulated by par.7.22 of the Code of the Russian Federation on administrative violations (violation of the rules of the content and repair of houses and (or) living quarters).
As a result of St. Petersburg prosecutor’s reaction, 1521 housing associations concluded contracts with specialized organizations on the maintenance and repair of gas leak equipment (violation of the rules on maintenance and repairs of houses and (or) redential blocks).
The Prosecutor's Office of Penza region in 2007, conducted inspections of organizations of the gas distribution networks and repairs. As a result of violations of the legislation relevant measures were taken. In particular, the Nikolsky district prosecutor's office sent to the court about 60 applications, which contain the requirement to compel the administration of municipalities to register gas networks, that are not registered with the authorities in the prescribed manner.
In December of 2007 the Volsky Inter-District Prosecutor of Saratov region submitted a report to Administration of Volsky municipal area on the absence of contracts between the municipal unitary enterprise 'Management Company' with specialized organizations on services relating to the house gas equipment maintenance.
Similar violations were identified by Prosecutor's Office of Zvenigovskiy District of the Republic of Mari El in the verification process in reply to the aplication of the head of «Zvenigovogaz» of Open Joint Stock Company 'Mariysgaz'. After the inspection the general managers of the companies with limited liability 'WaterChannel' and 'Kommunservis» received recommendations on eliminating violations of existing legislation.
The Prosecutor's Office of the Voronezh region established the facts of violation of legislation demanding immediate inspection upon citizens' applications after detecting the smell of gas in the residential and non-residential premises, as well as the courtyard area. Thus, 'Voronezhregiongaz' LLC received an application from a city resident who detected gas smell in the yard of a residential building. As a violation of the requirements of the legislation, an inspection of the courtyard territory by specialists of 'Voronezhregiongaz' was held only 16 days later. In connection with this incident the Prosecutor's Office Director-General ordered an inspection that, resulted in disciplinary liability of 5 officers.
Taurichan District Prosecutor’s Office of Omsk region found out that CBM 'Tavricheskoe' inadequately implements activities for the completion of repair work of the boiler equipment (gas). After the inspection the general director of the enterprise was ordered to eliminate the violations of legislation. Alnashsky District Prosecutor of the Udmurt Republic inspecting gas supply contracts concluded by 'Udmurtregiongaz' LLC with customers, identified conditions which infringe consumer rights (right to suspend gas supply with repeated violations of the terms of payment for gas). To protect the interests of citizens 10 suits were filed in order to nullify the contractual provisions.
Prosecutor of Belogorsk of Amur region established facts of red tape in dealing with the issues of maintenance of gas distribution devices in neighbourhood 'Transportniy' transferred in May 2007 to municipal ownership. Due to the fact that the Committee of property relations didn’t resolve the issue the Office of Rostechnadzor of Amur region ordered that manufacture and distribution of devices pumping liquefied petroleum gases be stopped. After considering the Prosecutor’s statement the Committee and 'Belogorskgazservis' LLC made an agreement on maintenance of gas equipment.
Currently, the prosecutor's office of the Russian Federation continue to conduct inspections on observance of legislation in operating gas equipment in residential houses and other buildings.
Given the urgency of this issue suoervision in this area of violations was made by the prosecutors a matter of special control.

The results of inspections by the operation of law enforcement gas equipment in homes and other buildings, held in a number of regions of the Russian Federation
