The Prosecutor General of the Russian Federation Yury Chayka signed on behalf of the Russian Federation at the headquarters of the Council of Europe in Strasbourg the Fourth Additional Protocol to the European Convention on Extradition of 1957

Today, on February 24, 2015, during the visit to the French Republic the Prosecutor General of the Russian Federation Yury Chayka   signed on behalf of the Russian Federation at the headquarters of the Council of Europe in Strasburg the Fourth Additional Protocol to the European Convention on Extradition of 1957. The document was signed in accordance with the Decree of the President of the Russian Federation Vladimir Putin. The Protocol was developed as part of implementation of the Russian initiative for modernization of European Conventions on Cooperation in Criminal Cases and with the active participation of representatives of the Prosecutor General's Office of the Russian Federation. The Protocol introduces a number of changes to the Convention of 1957, which will contribute to propmtness and effectiveness of the cooperation on extradition. In particular, when deciding on extradition the requested Party under certain circumstances may not take into account the period of limitation provided for by its legislation while under the current edition of the Article 10 of the Convention the period of limitation both of the requesting and the requested Party is taken into account. Several rules of the Protocol are aimed at simplifying the formalities when drafting and sending a request for extradition and transit of extradiated person, in particular they create a legal framework for the use of electronic means of communication when sending extradition requests. Consequently, the initiative of the Prosecutor General's Office of the Russian Federation materializes, to which 12 countries, including Austria, the United Kingdom, Italy, Poland, Portugal, Sweden, Switzerland and others, have already joined. After the signing ceremony a meeting between Yury Chayka and  the Director General of Human Rights and Rule of Law Philippe Boillat was held, during which  they discussed the issues of strengthening cooperation between the Russian prosecution authorities and relevant institutions of the Council of Europe in promoting the rule of law, crime prevention and protection of human rights.
