Today the Prosecutor General of the Russian Federation Yury Chayka held a working meeting with Nils Muižnieks, the Commissioner of the Council of Europe for human rights.

In the course of the meeting Yury Chayka emphasized the particular importance of contacts with the Council of Europe, noting that this collaboration is developing on a constructive basis in the framework of the mutually beneficial dialogue.

Yury Chayka informed Nils Muižnieks that from the moment of accession of Russia to the Council of Europe, the organs of the Prosecutor's office of the Russian Federation significantly reformed. Today the Prosecutor's office of the Russian Federation is one of the most powerful human rights state bodies. Every year Russian prosecutors consider about three million of appeals submitted by citizens and legal entities on violations of their rights in the criminal proceedings as well as the non-criminal and law field.

The Prosecutor General of the Russian Federation thoroughly narrated to the Commissioner of the Council of Europe on human rights about the activities of the public prosecutors of Russia outside the criminal legal field. He noted that this activity covers the relations in the sphere of civil, labor rights as well as in the field of environmental protection. Simultaneously, the special importance belongs to the activities of bodies of the Prosecutor's office in the protection of the rights of persons belonging to socially vulnerable groups of population such as underage persons, persons with disabilities, pensioners, low-income citizens and migrants. The Prosecutor General of Russia specially noted that quick consideration of complaints and gratuity of the aid provided by prosecutors make an appeal to the Prosecutor's office the most convenient way of protection of their rights for the citizens.

«Such an activity of the public prosecutors is carried out in full compliance with European standards and corresponds the principles, including those that set out in the adopted on the 19th of September of this year recommendations of the Committee of Ministers of the Council of Europe to the member States «About the role of prosecutors outside the criminal justice system», - said Yury Chayka.

In his turn Nils Muižnieks noted that this visit to Moscow for him was the first as of a Commissioner of the Council of Europe for human rights and it was extremely important for him to meet in person with the heads of the law enforcement departments of the Russian Federation. He thanked the Prosecutor General of the Russian Federation Yury Chayka for warm reception and asked a series of interested questions regarding the functions and tasks of the Russian prosecution authorities.

In the course of the dialogue the Commissioner of the Council of Europe for human rights was informed about the activities of the General Prosecutor's office of the Russian Federation on execution of the resolutions of the European Court of human rights. Yury Chayka emphasized - «Every such a decision is analyzed and sent to the subordinate Prosecutor's offices with a aim of preventing further violations of the provisions of the European Convention for the protection of human rights». The Prosecutor General informed that the important direction of the work of the organs of the Prosecutor's office is the cooperation with international bodies and organizations noting that the General Prosecutor's office of Russia is the only governmental organ which is responsible for the issues of extradition of persons as well as one of the main in the provision of legal assistance in criminal matters.

A separate topic of discussion became the issue of protection of the rights of underage persons. The parties expressed a common opinion about inadmissibility of dissemination in the Internet of the information that violates the rights of children.

In conclusion, the Prosecutor General of the Russian Federation expressed his firm intention to further support of the business and partnership relations with the Commissioner of the Council of Europe for human rights, stressing that the Prosecutor's office of Russia is open for dialogue and stands for further development of mutually beneficial cooperation in the field of protection of the rights and freedoms of citizens.

The Commissioner of the Council of Europe for human rights expressed his heartfelt gratitude for the opportunity of exchanging of opinions on a wide range of issues and the constructive dialogue.
