Text

Starting with 2005 the Council of Europe jointly with the European Commission annually awards the prize «the Crystal scales of justice» for the development of innovative and effective methods of the organization or implementation of legal proceedings in order to improve the functioning of the justice system.

For the first time in the history of this prestigious prize, its jury was headed by a Russian representative.

In this year the Council of Europe proposed the first Deputy head of the Main Department of international legal cooperation of the General Prosecutor's office of the Russian Federation Vladimir Zimin to lead the jury of the prize.

The functions of the Chairman of the jury consist of consideration of applications for the award which will be submitted in July and participation in the session of the jury in Brussels on the 13th of September and in the ceremony of the prize award in October of this year.

The work of the jury will be carried out in the official languages of the Council of Europe - English and French.

The Russian representatives have never been previously included into the membership of the jury of the award and have never been put forward as its nominees.

In the past, the prizes were awarded separately in the field of civil or criminal justice. And in 2010 the competition «Crystal scales of justice» combined into one these two areas of law enforcement for the first time. The 6th competition in 2012 again covers only the sphere of civil justice, particularly innovative practices targeted to improving the efficiency and functionality of the justice system, the procedures and organization of courts.

The competition of 2012 is open for courts, associations and specialists in the field of law, prosecutor's offices, non-governmental organizations and any other institutions that are responsible for the issues of justice in a member state of the Council of Europe or of the European Union.

The prize is awarded by a jury consisting of 11 practitioners in the legal sphere of the European countries, and is awarded in the framework of the celebration of the European day of civil justice (on October 25, 2012).
