The 7th Meeting of BRICS+ Prosecution Services Heads on Artificial Intelligence and Justice: Strategies for Rule of Law, Ethics and International Cooperation took place today. The event was organized by the Federal Prosecution Service of the Federative Republic of Brazil within the Brazil’s BRICS Presidency.
The Prosecutor General of the Russian Federation spoke at the event via videoconference. When greeting his colleagues, Igor Krasnov underscored the topicality of the said theme as the artificial intelligence technologies were increasingly becoming the instruments of the commission of crimes in the digital environment but at the same time they were facilitating the prevention and detection thereof.
The head of the Russian prosecution service expressed his confidence that the work in close cooperation could help build the optimal strategies for ensuring the law and order and minimize the risks of digital transformation in the dynamically developing world. He also highlighted that the today’s meeting would be an additional impetus to strengthen cooperation among the BRICS Prosecution Services.

In the course of the event the participants discussed the influence of artificial intelligence on the effectiveness of the activity of prosecution services and judicial bodies, as well as its possible risks to the rule of law and protection of human rights. New instruments are capable to speed up processes, increase the transparency and productivity of work but they can also pose challenges associated with ethics, justice and responsibility.
The parties agreed on the Declaration which enshrined the BRICS+ countries’ aspiration to develop national and international legal mechanisms for regulating artificial intelligence, remove digital barriers, develop joint approaches to ethical standards and safeguard data protection while unconditionally respecting the principles of sovereign equality and non-interference in domestic affairs. The importance of legal responsibility of both developers and users of such technologies was emphasized. The particular attention was called to the sharing of experiences and joint fight against cross-border crimes with the use of artificial intelligence. The relevance of training prosecutors and legal professionals was underlined as well.
In conclusion, it was noted that only the joint efforts of the BRICS+ countries could pave the way for the creation of international legal environment where innovations would be combined with the ethical principles and serve the interests of justice.
