On behalf of the Prosecutor General of the Russian Federation Aleksandr Gutsan, a delegation of the Prosecutor General's Office of Russia, led by Deputy Prosecutor General of the Russian Federation Petr Gorodov, took part in the 10th meeting of the Interstate Council on Combating Corruption.
The event took place in Yerevan, the capital of Armenia. Participating in the event also were the Prosecutor General of Kyrgyzstan, the heads of the anti-corruption agencies of Tajikistan and Uzbekistan, senior officials from the National Security Committee of Kazakhstan and from the Prosecutor General's Office of Belarus, as well as representatives of the CIS Executive Committee. Invited guests included representatives of the Council of Heads of Financial Intelligence Units of the CIS Member States and the Coordination Council of Heads of Tax (Financial) Investigation Bodies of the CIS Member States.
During the meeting, the heads of delegations shared information on their countries' anti-corruption practices, current challenges, and solutions. The parties discussed prospects for further cooperation and the exchange of anti-corruption experiences. Issues related to legal entity liability for corruption, protecting businesses from corrupt pressure and interference, and developing a model law to combat corruption in business were discussed.
Welcoming the meeting participants, Petr Gorodov thanked the Prosecutor General's Office of the Republic of Armenia for the high level of preparation for the event and congratulated his colleagues from the Republic of Uzbekistan, who successfully completed all the necessary procedures for full membership in the Council.
In his speech, the head of the Russian delegation highlighted the main results of the anti-corruption work of the Russian Federation's law enforcement agencies and proposed that his colleagues on the Council strengthen contacts in order to achieve more significant results in this area.
He also shared the plans of the Russian Federation to present at the next session of the Conference of the States Parties to the UN Convention against Corruption, which will be held in Qatar in December of this year, the positive experience in matters of international cooperation of industry bodies of the Commonwealth of Independent States and the use of information technologies.
"The rapid digitalization of the financial sector and the emergence of virtual assets have not only opened up new horizons for economic development but also created fertile ground for transnational crime," said Petr Gorodov. He discussed Russia's experience in creating comprehensive mechanisms aimed at combating the illegal use of virtual currencies and digital financial assets and emphasized the need for close working cooperation to effectively combat cross-border illicit financial activity of a corrupt nature. Gorodov announced that the Agreement on Cooperation between CIS Member States in Combating Corruption is planned for the near future.
Following the meeting, Anna Vardapetyan, Prosecutor General of the Republic of Armenia, was appointed Chairperson of the Interstate Council for the next year, and Sulaimon Sultonzoda, Director of the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan, and Andrei Shved, Prosecutor General of the Republic of Belarus, were appointed Co-Chairpersons. The new composition of the Council Secretariat has been approved.
The meeting approved the Interstate Council on Combating Corruption's work plan for 2026. It provides for further cooperation to improve current anti-corruption measures in CIS countries, participation in a number of events organized by the working structures of CIS bodies, an analysis of the state of corruption-related crime in Council member states for 2025, and the holding of the next International Youth Social Anti-Corruption Advertising Competition "Together Against Corruption!" in 2026.
The next meeting of the Council will be held in 2026 in the Republic of Belarus.
