Alexander Gutsan arrived in Dushanbe to participate in the 35th meeting of the Coordination Council of Prosecutors General of the CIS Member States.
At the airport, the Russian Prosecutor General was met by the Prosecutor General of the Republic of Tajikistan, Khabibullo Vohidzada, and the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Tajikistan, Semyon Grigoriev.
The head of the Russian supervisory body began his trip to the capital of Tajikistan by laying flowers at the memorial "No One is Forgotten. Nothing is Forgotten," honoring the memory of those who fell in the Great Patriotic War.
Welcoming the Prosecutor General of Tajikistan during a bilateral meeting, Alexander Gutsan expressed confidence that the professional interaction of supervisory bodies makes a significant contribution to ensuring legal stability and deepening the strategic partnership and alliance between Russia and Tajikistan, as announced earlier this month by Vladimir Vladimirovich Putin and Emomali Sharipovich Rahmon.
The Russian Prosecutor General noted that today's meeting continues a long-standing constructive dialogue and unites efforts in combating transnational crime and other dangerous modern challenges.
In the context of the Russian President's special attention to the efforts of the leadership of the Republic of Tajikistan to legally enshrine the status of the Russian language and the desire of youth to study in Russian universities, Alexander Gutsan specifically highlighted the successful development of cooperation in the scientific and educational sphere. "Citizens of Tajikistan continue to study at the University of the Prosecutor's Office of Russia," said the head of the supervisory body. "To further strengthen this area, I propose organizing informational work in schools with an in-depth study of the Russian language."
The readiness of the University to provide necessary assistance and to continue training Tajik prosecutors in advanced training programs was noted.
In conclusion, Alexander Gutsan reaffirmed his readiness for further strengthening interaction and constructive cooperation on all issues of mutual interest.
Following the meeting, two cooperation agreements were signed. One document provides for the development of the most effective interaction on issues of mutual interest. The aim of the Agreement is to achieve practical results in the fight against crime and the protection of human rights and freedoms.
In particular, the parties intend to cooperate in the sphere of protecting human rights and freedoms, including the protection of the rights and interests of labor migrants and their families. They will counter such dangerous types of crimes as illegal migration, trafficking in weapons, explosives, and drugs, human trafficking and the trafficking of human organs, terrorism and extremism, corruption, the legalization of criminal proceeds, criminal acts in the field of information and communication technologies, environmental protection, and crimes against minors.
The second document is dedicated to the issues of interaction between military prosecutor's offices.
As part of the visit, Alexander Gutsan is expected to hold working meetings with other foreign colleagues who have arrived in Dushanbe to participate in the Council's proceedings.
For reference: The Coordination Council of Prosecutors General of the CIS Member States (CCPG) was established in 1995 and gained the status of an interstate body of the Commonwealth of Independent States in 2000.
The CCPG meetings are traditionally the most important annual events, allowing the heads of the prosecutor's services of the CIS member states not only to discuss matters of professional activity but also to conduct direct negotiations. One of the important agenda items for the meeting will be the election of the Chairman of the CCPG.
The decision to hold the 35th CCPG meeting in Tajikistan was made by the Council last year. The Prosecutor General's Office of Russia actively cooperates with the Prosecutor General's Office of Tajikistan. The Prosecutors General of Russia and Tajikistan have previously met 13 times. Two cooperation programs (for 2020-2021 and 2022-2024) have been successfully implemented between the supervisory bodies of the two countries, and the cooperation program for 2025-2026 is currently being executed.
