Aleksandr Gutsan arrived in Hanoi to attend the signing ceremony of the UN Convention against Cybercrime

At the airport, the head of the Russian supervisory agency was met by the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Socialist Republic of Vietnam Gennady Bezdetko and the leadership of the Supreme People’s Procuracy of Vietnam.

Aleksandr Gutsan led the Russian interagency delegation on behalf of Russian President Vladimir Putin. It included representatives of the Russian Ministry of Foreign Affairs, other relevant ministries and agencies, and a number of domestic companies operating in the sector of cybersecurity.

In the capital of Vietnam, the Russian Prosecutor General will also hold a series of meetings with his foreign counterparts, during which the parties will exchange views on key issues and develop joint solutions to improve the effectiveness of their work.

Developed at the initiative of the Russian Prosecutor General's Office under the coordination of the Russian Ministry of Foreign Affairs, the document has become the world's first global international treaty to combat the use of information and communications technology for criminal purposes. The Convention embodies the fundamental principles of the UN Charter, primarily the sovereign equality of states and non-interference in internal affairs.

The document was adopted last December by the UN General Assembly. Its signing will be the next step for the international treaty to enter into force. Countries unable to attend the ceremony in the coming days have the opportunity to sign the treaty by the end of 2025 in Hanoi, and then at UN headquarters in New York by December 31, 2026.
