The signing ceremony of the UN Convention against Cybercrime took place in Hanoi today. Before the event, the heads of delegations were greeted by Luong Cuong, President of the Socialist Republic of Vietnam.
At the request of Russian President Vladimir Vladimirovich Putin, Russia is represented at the event by Prosecutor General Aleksandr Gutsan. The delegation also includes representatives of the Russian Ministry of Foreign Affairs, other relevant ministries and agencies, and a number of domestic companies operating in the field of cybersecurity.
The signing of the world's first global international treaty to combat the use of information and communications technology for criminal purposes, developed at the initiative of the Russian Prosecutor General's Office under the coordination of the Russian Ministry of Foreign Affairs, marked the next step in bringing the document into force and opened the door for its signature by UN member states.

During the plenary session following the signing ceremony of the Convention, Aleksandr Gutsan read out an address from Russian President Vladimir Putin to the participants, calling the event historic in the field of international law:
"Ladies and gentlemen, I cordially welcome you to the signing of the UN Convention against Cybercrime.
This truly historic event was made possible by the support shown by the majority of countries for Russia's 2019 initiative to develop a universal international treaty to combat the use of information and communications technologies for criminal purposes. It is worth noting that despite the challenging international situation, diplomats and law enforcement officials from UN member states were able to join forces to draft and agree on this crucial document.
The Convention aims to address one of the global challenges of our time: illegal activities in the digital sphere. Such crimes, often closely linked to terrorism and the promotion of extremist ideology, as well as drug and arms trafficking, pose a serious threat to the security of both individuals and entire states.
I would like to emphasize that Russia is open to the closest international cooperation in the fight against cybercrime.
I sincerely thank the representatives of all countries who participated in the work on the Convention. And I wish you continued success and all the best.
