Deputy Prosecutor General of the Russian Federation Yury Ponomarev gave a report on the topic “The Role of Prosecution Services in Climate Governance” at a meeting of high-level representatives held in conjunction with Brazil’s presidency of the 30th Conference of the Parties (COP 30) to the United Nations Framework Convention on Climate Change (UNFCCC) (Belém, Brazil).
The event was attended by Prosecutors General and representatives of prosecution services from 16 countries, including Azerbaijan, Spain, China, Mozambique, Norway, Portugal, Paraguay, Uruguay, and France.
In his speech, the Russian Deputy Prosecutor General noted that government programs aimed at achieving environmental safety and security and preserving a favorable environment were being implemented under the prosecutorial supervision in the Russian Federation. The particular attention was called to the suppression of offenses in the sphere of forest management, biodiversity conservation, development of the system of specially protected natural areas, as well as to the prevention of poaching and illegal extraction of mineral resources. Yury Ponomarev shared the Russian experience in the environmental protection by means of prosecutorial supervision, including outside the criminal law sphere, and spoke about the development of the system of specialized environmental prosecutor's offices.
Thus, a set of supervisory measures has been implemented aimed at strengthening the legality of forest use and protection, which has significantly reduced the volume of illegal logging. This year alone, it was possible to reduce them by 30%.
The Prosecutor General’s Office of the Russian Federation pays special attention to building partnership relations in the sphere of combating crimes affecting the environment. Work is currently underway on a draft five-sided agreement on cooperation in combating crime and ensuring environmental safety and security.
The parties discussed issues of combating environmental crimes, money laundering, as well as the role of prosecution services in preventing and suppressing the said crimes. They exchanged best practices in using information technologies to identify and suppress illegal activities in the environmental sphere. The importance of enhancing international cooperation among prosecution services and the need to combine efforts to counter modern challenges and threats in the sphere of environmental protection were particularly emphasized.
Within the framework of the event, bilateral meetings were held with the Deputy Prosecutor General of the Federative Republic of Brazil and the Deputy Prosecutor General of the Supreme People’s Procuratorate of the People’s Republic of China.
