As part of the implementation of the Joint Action Plan of the Prosecutor General’s Office of the Russian Federation and the General Prosecutor’s Office of the Republic of Kazakhstan for 2023-2024, a Russian-Kazakhstani two-day round table on countering illegal migration and human trafficking is being held in Volgograd.
Representatives of the following departments take part in the event: General Department of International Legal Cooperation, General Department for Supervision of the Investigation, Inquiry and Intelligence Operations, Department for Law Compliance in Transport and Customs Spheres of the Prosecutor General’s Office of the Russian Federation, heads and officers of border prosecutor’s offices of both states, specialized environmental, transport and military prosecutor’s offices, representatives of the University of the Prosecutor’s Office of the Russian Federation, as well as the General Prosecutor’s Office of the Republic of Kazakhstan.
From the Russian side, Mr. Vyacheslav MIKHEYEV, Deputy Director General of the General Department of International Legal Cooperation – Head of the Extradition Department, presides; from the Kazakhstani side – Mr. Ruslan RAJKHANOV, Deputy Head of the Service of the International Legal Cooperation.
In his opening speech, Mr. Vyacheslav MIKHEYEV noted that Russian-Kazakhstani cooperation in the law sphere is at a high level, the forms are constantly being improved and the contractual base of interaction is expanding, meetings are held regularly, both at the leadership level and expert consultations on issues of mutual interest.
He said that last year the number of migration registrations of foreign citizens in the Russian Federation increased by a quarter. The main migration flow comes from the CIS member states, including Kazakhstan. The number of criminal offenses committed by foreign citizens also increased by 10.3%; a particularly sharp increase in criminal offenses was recorded in the category of especially serious crimes.
In 2022, prosecutors revealed over 25,000 violations of migration laws, and took the necessary response measures to eliminate and prevent them. In order to improve the quality of the investigation of criminal cases concerning crimes committed by foreign citizens, as well as migration crimes, more than 2.5 thousand acts of response were submitted.
Moreover, at the request of prosecutors, information on the Internet about ways to organize illegal migration was blocked through judicial proceedings. On the basis of materials prepared by prosecutors, the Prosecutor General’s Office of the Russian Federation submitted 22 requests to the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor), which resulted in restriction of access to 137 information resources containing proposals for the acquisition of fake migration documents.
Within the framework of the discussion, the parties presented the best practices for countering illegal migration, revealing and investigating related crimes on the Russian-Kazakhstani border, and making procedural decisions on the facts of illegal migration.
The participants of the round table also exchanged methods and tactics to suppress and prevent human trafficking, as well as outlined further steps for the joint work of the border prosecutor's offices to combat transnational crime.
An event of this format was held for the first time as part of the implementation of the Additional Protocol signed in January 2022 to the Cooperation Agreement between the Prosecutor General’s Office of the Russian Federation and the General Prosecutor’s Office of the Republic of Kazakhstan dated June 23, 2009. The document significantly expanded the possibilities for direct interaction between the border prosecutor's offices of both states in countering various criminal manifestations.
