Yury Chayka, Prosecutor General of the Russian Federation, is currently on a two-day official visit to Manama (Kingdom of Bahrain). This is the first visit of such a high-level Russian state official to Bahrain.
Today, April 6, 2015, he met with Dr. Ali bin Fadhel Al-Buainain, Attorney General of the Kingdom of Bahrain.
Mr Chayka thanked his colleague for the warm welcome of the Russian delegation and stated that the mutual efforts to develop bilateral cooperation are due to the need to protect citizens’ rights and the interests of society and the government, and to combat transnational crime amid new challenges and threats to the world community.
During the meeting, the leaders signed the first Russia-Bahrain inter-governmental Memorandum on Cooperation.
Before signing the Memorandum, the Attorney General of the Kingdom of Bahrain said that he is “pleased to sign the document, as the Prosecutor General’s Office of the Russian Federation is globally renowned for its professionalism, its highly qualified staff, and for successfully attaining targets.”
The document defines the cooperation in current fields of concern of the prosecution authorities of Russia and Bahrain, such as protecting human rights and freedoms, and cooperating in matters regarding extradition and legal assistance in criminal cases. The Memorandum includes provisions for conducting joint research, conferences, and workshops, and organising round table meetings to, inter alia, exchange information on national legislation and share experience of working to enforce legislation. Provisions are also made for cooperation in the training and professional development of prosecutors. Both Parties agreed to exchange governmental and research documents and guidelines in relation to key areas of activity.
Mr Chayka stated the effectiveness of working under this Memorandum is proven by cooperation between the Prosecutor General’s Office of the Russian Federation and prosecution and justice authorities in more than 80 countries.
The Prosecutor General of the Russian Federation expressed confidence that, when put into practice, the Memorandum will not only help to establish close working contacts between prosecution officers in Russia and Bahrain in the fight against international crime and protection of human rights and freedoms, but will also help to form a common stance regarding priority issues for international forums and organisations.
Mr Chayka spoke favourably of Bahrain’s specialised attorney offices for different areas, in particular for cases involving minors, and issues concerning the fight against terrorism. In his opinion, specialising public prosecution is a good way to improve its effectiveness.
In his turn Dr. Ali bin Fadhel Al-Buainain thanked Mr Chayka for the visit and stated that it was a great honour for him to receive the Prosecutor General of the Russian Federation, highlighting the fact that it is the first time that a Russian government official of such a high level has visited the Kingdom of Bahrain. He spoke highly of the signing of the Memorandum on Cooperation between the two governmental departments, and stated that thanks to the Memorandum “new doors will be opened for practical cooperation between the prosecution offices of both countries”. The Prosecutor General of Bahrain stated that it is essential that the country learns from the invaluable experience of the Russian prosecution service, which has a history of almost three centuries.
The Attorney General of Bahrain used a video presentation to inform Mr Chayka about the structure and functions of the office. He also arranged a brief tour of the building of the Attorney General’s Office of Bahrain for the Russian delegation.
At the end of the meeting, Mr Chayka invited Ali bin Fadhel Al-Buainain to visit Russia at a convenient time.
Today, Mr Chayka also met with Shaikh Khalid Ali Abdulla Al-Khalifa, Minister of Justice, Islamic Affairs and Endowments,.
During the meeting, the Minister of Justice, Islamic Affairs and Endowments noted that the development of friendly relations between Russia and Bahrain and constructive cooperation in all areas is having a positive effect on the welfare of citizens in both countries. He emphasized that literally all government structures of the Kingdom of Bahrain are developing cooperation with the Russian Federation. In the Minister’s words, cooperation between the prosecution services will help to jointly combat transnational crime and confront new threats and challenges.
The Prosecutor General of the Russian Federation expressed his gratitude for the opportunity to exchange opinions regarding further development of bilateral contacts in the legal field in order to, inter alia, consolidate efforts to enhance international security and ensure rule of law.
Both parties underlined that this basis of inter-governmental cooperation that has been put in place will help to comprehensively enhance and develop mutually beneficial Russia-Bahrain relations.
