The Prosecutor General of the Russian Federation signed the first Russian-Maldivian cooperation agreement

Today, on November 6, 2014, during the first visit of the Prosecutor General of the Russian Federation to Male (Maldives), Yuri Chaika met with the President of the Republic of the Maldives Abdulla Yameen. He thanked Yuri Chaika for the visit, noting that the Prosecutor General of the Russian Federation became the first head of the Russian law enforcement agencies to visit the Republic of the Maldives, laying the legal framework for the two countries.

Earlier, Yuri Chaika met with Muhthaz Muhsin, Prosecutor General of the Republic of the Maldives.

During the meeting, the leaders signed the first Russian-Maldivian cooperation agreement.

The document defines the interaction on current activities of the prosecution authorities of Russia and the Maldives, such as the protection of human rights and freedoms, cooperation on extradition and mutual legal assistance in criminal matters, confiscation and return of proceeds of crime. In addition, the agreement provides for joint scientific conferences and workshops, organization of visits of experts to study and share experiences of prosecutors’ offices, as well as cooperation in the field of training and professional development of prosecutors.

The Prosecutor General of the Russian Federation stated that the signed agreement should be a good tool for the development of fruitful cooperation between the Prosecutor General’s Offices of Russia and the Maldives and it should quickly address emerging professional issues including criminal ones.

In turn, Muhthaz Muhsin thanked Yuri Chaika for the visit and noted that the legal status of the Maldivian judiciary and prosecution authorities was enshrined in the Constitution of the State in 2008 and therefore the Maldivian side is very interested in organizing joint scientific conferences and seminars in Russia in order to learn and share experiences, including through the signed agreement.

During the conversation, the Prosecutor General of the Russian Federation underlined that the fight against crime, which does not recognize national boundaries, should be carried out jointly by the concerned states on the basis of international treaties and national legislation. As an example of such cooperation, he offered the cooperation in the development of a coordinated position within the activities carried out by international organizations, in particular the International Association of Prosecutors.

Also, Yuri Chaika informed that the Prosecutor General's Office of the Russian Federation promoted the idea to conclude universal treaties on extradition and legal assistance in criminal matters within the United Nations framework. This would allow most countries to obtain a reliable international legal base for cooperation in a relatively short period of time.

In conclusion, the Prosecutor General of the Russian Federation noted the strong focus on comprehensive deepening and development of mutually beneficial Russian-Maldivian relations and thanked Muhthaz Muhsin for the opportunity to exchange views on the most topical issues of interaction.

Today, Yuri Chaika met with Dunya Maumoon, Minister of Foreign Affairs of the Republic of the Maldives, and Mohamed Anil, Attorney General.

Yuri Chaika highly praised the role of leadership of the Maldives in strengthening the Russian-Maldivian law enforcement cooperation, noting that the next important step in enhancing the effectiveness of joint efforts to combat crime could be the conclusion of bilateral treaties on extradition and legal assistance in criminal cases.

In conclusion, the parties expressed confidence that this meeting would give impetus to the progressive development of Russian-Maldivian relations in general, and especially in the legal field, taking into account annual growth of Russian tourists arriving in the Maldives.
