It was held a meeting of the General Prosecutor of the Russian Federation Yury Chayka with the State General Prosecutor of the Kingdom of Spain Cándido Conde-Pumpido Tourón

Today in the General Prosecutor's office of Russia it was held a meeting of the General Prosecutor of the Russian Federation Yury Chayka with the State General Prosecutor of the Kingdom of Spain Cándido Conde-Pumpido Tourón.

 

The meeting was also attended by the officers of the General Prosecutor’s office of Russia, the prosecutors of the Prosecutor's office of the Kingdom of Spain as well as the minister-counselor of the Embassy of the Kingdom of Spain in the Russian Federation Chamorro Gonzalez-Tablas Santiago.

 

Welcoming the participants, General Prosecutor of the Russian Federation thanked the guests for the opportunity to exchange opinions on a wide range of issues including extradition and legal assistance in criminal matters which vividly demonstrates the interdepartmental interest in the continuation of fruitful cooperation in the field of protection of citizens' rights and in the struggling against criminality.

 

Yury Chayka noted that today’s meeting is being held immediately after the second in this year a two-day Russian-Spanish seminar carried out in the General Prosecutor’s office of Russia.

The first bilateral seminar was held in Madrid in January 2010.

 

In the preparation and conducting of the seminar from the Russian side in addition to the units engaged in the questions of extradition and legal assistance in criminal matters as well as international cooperation in the whole, there were also involved the units that carry out the functions of supervision over investigations, inquiries and operational search activities.

In the course of the seminar the sides discussed the actual issues of struggling against criminality, international cooperation, familiarized themselves with the legislation of two States in this sphere.

 

One should especially note the performance of the Spanish colleagues on the reform of the Spanish criminal legislation, the struggle of the law-and-order bodies of Spain with corruption and illegal trafficking of narcotic drugs. The report on counteraction to laundering of incomes from criminal activities raised a certain practical interest. These reports and materials of the Spanish side are planned to be sent to the appropriate subdivisions and the Academy of the General Prosecutor's office of the Russian Federation for use in practical activities.

 

Taking into consideration the positive results of the seminars conducted in Spain and Russia, the General Prosecutor's office of the Russian Federation has prepared a draft program of bilateral cooperation for the years of 2011-2013 which provides for implementation of concrete activities on actual issues of the Prosecution activities.

 

The General Prosecutor of the Russian Federation stressed that carrying out such events has a great importance in the development and strengthening of cooperation, promotes more rapid and qualitative settlement of the related requests. "This is a good opportunity to discuss problems, to develop joint ways of their solution with consideration of the internal legislations of our States and practices in the international cooperation", - said Yury Chayka.

 

In connection with this General Prosecutor of the Russian Federation noted that the participants of the seminar exchanged information on the competence of the General Public Prosecutor’s offices of Russia and Spain got acquainted with the carried out reform of the Spanish criminal-procedural legislation, and discussed the most topical issues and questions, with the resolution of which the entire world community is concerned about, in particular, the issues of international cooperation in the field of the struggling against corruption and drug trafficking, extradition of individuals as well as return of stolen property.

 

Yury Chayka noted that "the fight against criminality which does not know the borders should be implemented in consolidated and common efforts by the competent authorities of our countries on the basis of existing international agreements. After all, our common ultimate goal is the realization of justice, bringing criminals to responsibility, protection of citizens' rights and law-protected interests of society and the state".

 

The General Prosecutor of the Russian Federation also thanked the Spanish colleagues for fruitful cooperation, the first and very important step towards the establishment, strengthening and development of which became the act of signing of a Memorandum of understanding on cooperation issues in March 2009. The General Prosecutor of the Russian Federation noted not only the quantitative growth of the number of requests but also the quality of execution of instructions. He also expressed the words of gratitude to the Spanish colleagues for assistance provided to the Russian competent authorities in the investigation of criminal cases, especially related to cross-border organized criminality.

 

In the course of the meeting Yury Chayka handed over to his Spanish colleague a project of the Program of cooperation between the General Prosecutor's offices of Russia and Spain.

In his turn the State General Prosecutor of the Kingdom of Spain Cándido Conde-Pumpido Tourón also noted that the workshop was very useful for both parties. He stressed that the Prosecutor's office of Spain actively cooperate with the Russian Prosecutor's office on the matters of extradition and legal assistance, and intend to develop close cooperation with the Russian colleagues in the future as well.

 

In the end of the meeting the General Prosecutor of the Russian Federation expressed confidence in the fact that such meetings would contribute to strengthening and development of cooperation and ultimately of more effective joint struggle against criminality.
