The Prosecutor General of the Russian Federation held a meeting of the Coordination Council of Prosecutors General of the members-states of the Commonwealth of Independent States, which took place in the city of Astana (the Republic of Kazakhstan)

Today in the city of Astana (the Republic of Kazakhstan), Mr. Yury Chaika, the Prosecutor General of the Russian Federation, chaired the meeting of the Coordination Council of Prosecutors General of the member-states of the Commonwealth of Independent States.

The top officials of Prosecutor General's Offices of Russia, Kazakhstan, Kyrgyzstan, Armenia, Tajikistan, Azerbaijan, Belarus and Ukraine participated in the meeting.

In his welcome speech, Mr. Yury Chaika highly assessed the role of the Commonwealth of Independent States in uniting the efforts for combating against transnational crime, terrorism and corruption. He noted that "the most evident example of such cooperation is participation of the Prosecutor General's Offices of the CIS member-states in elaboration and realization of cooperation programs, and also elaboration of laws on combating against corruption, human trafficking and providing assistance to the victims of these crimes.

The Prosecutor General of the Russian Federation drew the attention of those present to the importance and topicality of protection by the prosecutors of the rights and freedoms of citizens, including in a wider understanding of this problem — outside the criminal law field.

Mr. Yury Chaika said that this issue is being widely discussed in the Council of Europe. 'At the third plenary session of the Consultative Council of European Prosecutors last October, the opinion was adopted at our initiative on the Role of Prosecution Service outside the Criminal Law Field. At present we expect the adoption of a separate recommendation of the Committee of Ministers of the Council of Europe which will outline the common European principles of the role, status and powers of prosecutors outside the criminal law area,' Mr. Yury Chaika said.

The Prosecutor General of the Russian Federation informed the participants of the meeting that in 2008 in the Russian Federation, the prosecutors detected more than 1 million violations of law in the sphere of protection of human rights and freedoms. Upon the request of prosecutors, more
than 203,000 officials were brought to disciplinary and administrative liability for the committed violations. 400, 000 applications were filed in court to protect citizens, in connection wherewith the damage in the amount of almost 4,000,000,000 roubles was reimbursed.

The participants of the meeting discussed a number of essential issues, including execution of Intergovernmental program of joint measures for combating crime for 2008-2010 and the cooperation program of member-states of CIS in combating against terrorism and other violent cases of extremism, against illegal trafficking of drugs, psychotropic substances and their precursors for 2008-2010.

Besides, in the course of the meeting, the Cooperation Agreement on combating against human trafficking, human organs and tissues was signed by CIS Prosecutor General's Offices.

Mr. Yury Chaika, the Prosecutor General of the Russian Federation was re-elected Chairman of the Coordination Council of Prosecutors General of CIS member-states for 2010.
