Meeting between the Prosecutor General of the Russian Federation and the Director of the U.S. Federal Bureau of Investigation

Today in the Prosecutor General's Office of the Russian Federation Mr. Yury Chaika, the Prosecutor General, had a meeting with Mr. Robert Mueller, the Director of the U.S. Federal Bureau of Investigation organized upon the initiative of the American party.

Mr. John Beyrle, the Ambassador Extraordinary and Plenipotentiary of the USA in the Russian Federation, and top officials of the Prosecutor General's Office and FBI of the USA participated in the meeting.
Welcoming the guests, Mr. Yury Chaika expressed gratitude to Mr. Robert Mueller for his visit, taking special notice that protection of rights and interests of citizens, combat against crime are the main directions of the activities of the bodies of the Prosecution Service of the Russian Federation and law enforcement agencies of the USA.

The Prosecutor General of the Russian Federation highly evaluated the bilateral cooperation, including in the sphere of rendering legal assistance in criminal matters, and made a special emphasis on the need to activate cooperation between Russia and the USA in the matters related to the extradition of persons for criminal prosecution or execution of convictions. Mr. Yu. Chaika stated that unfortunately, the absence of a bilateral agreement impedes comprehensive and constructive cooperation between Russia and the USA in the extradition matters.

According to the Prosecutor General of the Russian Federation, the speediest conclusion of the agreement on extradition between the Russian Federation and the USA and also of the Cooperation Agreement between the Prosecutor General's Office of the Russian Federation and the U.S. Department of Justice, which have been prepared since 2007, will encourage more efficient cooperation in the sphere of combating against crime, including terrorism, organized crime, drug trafficking, corruption, human trafficking and other types of international crime.

Mr. R. Mueller, the Director of the U.S. Federal Bureau of Investigation, agreed with the opinion that the signing of the above documents will facilitate promoting and strengthening of the cooperation of law enforcement agencies of the both countries.

In the course of the meeting the parties discussed the new criminal challenges to the work community, wherein the sea piracy off the coast of Somali has been recently added.

He noted that in the light of this the idea of criminal prosecution of the pirates with the application of international justice mechanisms is receiving more and more support. Mr. Yury Chaika informed that the above mentioned question had been discussed with partners from the Council of Europe, "G8", the United Nations Organization, Interpol and counterparts from more than 40 foreign countries. Most of them share the Russian Federation's approaches to the solution of the problem, including the representatives from Germany, Italy, Denmark, Spain, the Netherlands, Brazil, Thailand, the South African Republic, South Korea.

The Prosecutor General of the Russian Federation underlined that among the potential mechanisms of international justice against the acts of piracy, the proposal to create a regional tribunal with the UN support was met with the most interest (similar to tribunals on Sierra Leone and Cambodia).

Mr. R. Mueller, in his turn, specified that the problem of sea piracy is extremely acute, and expressed his readiness to render assistance and support within his competences in solution of this problem.

In the course of the dialogue the parties also discussed the problems of the execution of requests for legal assistance in criminal matters of competent agencies of the two countries.

In conclusion, Mr. Yury Chaika expressed a strong commitment to comprehensive strengthening and development of relations with the U.S. Department of Justice and the Federal Bureau of Investigation, which will allow not only to increase the efficiency of joint activities but also to strengthen interdepartmental cooperation in the area of protection of the citizens' s rights and combating against crime.

In his turn, Mr. Robert Mueller expressed his gratitude to Mr. Yury Chaika for the warm welcome and an excellent chance to exchange ideas on a wide range of topics.

For reference:
In 2008 Russia forwarded 124 Russian requests for legal assistance in criminal matters to the competent authorities of the USA, 69 requests were executed. Over the same period the USA sent 14 requests for legal assistance, and 13 requests were executed by the Russian authorities. Over 10 months of this year, Russia sent 40 requests, and 32 requests were executed by the competent authorities of the USA, the US authorities sent 13 requests, and 12 requests were executed by the Russian authorities.
