At the invitation of Prosecutor General of the Russian Federation Yuri Chaika, Minister of Justice of the French Republic Pascal Clement paid an official visit to Moscow to discuss interagency co-operation between the two countries.
Today during the meeting at the Prosecutor General’s Office of the Russian Federation, Yuri Chika has noted that partnership between Russia and France is based on a centuries-long friendship, mutual assistance and spiritual affinity. The priority area of this partnership includes co-operation of the Russian and French law-enforcement authorities in the fight against terrorism, transnational organized crime and other crimes.
The Prosecutor General of the Russian Federation also underlined that the law-enforcement authorities of Russia and France had much in common including legal assistance, extradition of criminals, respect of human rights and fight against crime. Therefore, according to Yuri Chaika, it was important for both countries to conclude a bilateral interagency Agreement between the Prosecutor General’s Office of the Russian Federation and the Ministry of Justice of the French Republic determining the mechanisms of co-operation between these countries.
Pascal Clement agreed with the opinion of Yuri Chaika about the necessity to sign such an Agreement. The Minister of Justice of France noted that at present the consideration of most international requests lasted an unreasonably long time, and close co-operation between the two countries would, certainly, facilitate more constructive co-operation.
The Agreement is supposed to determine a mechanism of co-operation between the two countries ensuring prompt execution of different requests and instructions.
Moreover, the Agreement will provide for joint organization of research and practice conferences, workshops, round tables on different topics connected with various activities of the law-enforcement authorities.
This year in May the Ministry of Justice of the French Republic will organize a training workshop devoted to the co-operation in extradition and legal assistance in criminal matters and officers of the Russian Prosecution Service will be also invited to participate in it. The similar event in Russia with the participation of the French experts will take place in August-September this year and will be devoted to the compliance with environmental legislation.
The Minister of Justice of the French Republic highly evaluated the initiative of the Prosecutor General of the Russian Federation to update the European Conventions, legal instruments and European practice of co-operation in criminal law field. He noted that it would enhance the co-operation between the European countries.
“The European Union is not the whole Europe, said Yuri Chaika. And those innovative mechanisms of the EU, unfortunately, do not solve all issues, which European nations face including the fight against crime. I believe that it is necessary to actively introduce everything that is new and innovative in particular in the Council of Europe member states because it unites 46 states”.
During the meeting, Pascal Clement also noted that the law-enforcement authorities of France were taking serious steps in combating terrorism. He stated that recently a special Prosecution Service had been established in the French Republic to fight against terrorism. Moreover, France toughened punishment for terrorism-related crimes.
Yuri Chaika and Pascal Clement discussed other important issues. Particularly, the Minister of Justice of France told the Prosecutor General of the Russian Federation that about a year ago a public agency of adoption was opened in France. This agency acted solely in the best interests of orphans, therefore, Pascal Clement expressed his hope that the Russian authorities would actively co-operate with that agency.
Yuri Chaika and Pascal Clement thanked each other for understanding and agreed to closely co-operate in the future.
Minister of Justice of the French Republic Pascal Clement will stay in Moscow until tomorrow.
