Today, in the Manege Central Exhibition Hall in Moscow, the International Practical Science Forum “No Statute of Limitations: Nuremberg, 80 years on” has been launched. The summit continues a series of thematic events, dedicated to the preservation of historical memory about the genocide of the Soviet people by the Nazi and their collaborators during the Great Patriotic War.
On the instructions of the Prosecutor General of the Russian Federation, Aleksandr Gutsan, his deputy, Nikolay Vinnichenko, spoke at the conference, delivering a welcome address of the head of the supervisory agency:
“Dear participants of the forum!
It has already been 80 years since the day, when in the Nuremberg Palace of Justice the International Military Tribunal was launched.
However, its epoch-making significance is still topical today. For it was precisely the decision of the “Tribunal of Peoples” that became a just act of retribution for the millions of victims of the Second World War, unleashed by the most monstrous political regime in human history.
The Soviet Union played a key role in preparing and conducting the trial, undertaking the tremendous work that led to the conclusion of the Agreement for the Prosecution of the Major Nazi War Criminals by the members of the Anti-Hitler Coalition in August 1945.
Thanks to the joint efforts of the allies, the global evil was defeated not only on the battlefield but also in the courtroom, and the most brutal crimes of the Nazis against humanity received their legal codification. This historical experience of solidarity has unique value even under modern conditions.
Our country is entirely interested in the inviolability of the Nuremberg Tribunal principles, which laid the foundation of development of the international humanitarian, criminal law and justice for many years ahead.
However, today we see blatant attempts of some political powers to revise the results of the Second World War, to cynically and blatantly falsify them, even going so far as to glorify Nazism, to distort the Soviet Union’s contributions to the victory over fascism, to distribute such destructive ideas within Russia.
In order to counteract this trend, the Prosecutor General’s Office of Russia and other agencies, within the framework of the project “No Statute of Limitations”, take measures to establish previously unknown Nazi crimes against civilians, which are recognized as genocide in a court of law.
Over the past five years, based on prosecutors’ statements, the highest judicial authorities of 33 constituent entities of the Russian Federation recognized inhuman acts committed by Nazis as war crimes and crimes against humanity, genocide of the Soviet people.
It was established that more than 7 million completely innocent Soviet citizens became victims of Nazi aggression, and the damage caused by it, when converted into Russian rubles, exceeds hundreds of trillions. Therefore, our common task is to preserve the history of the Great Patriotic War, so that the modern generation, knowing the truth about the events of those years, carefully preserves and passes on the memory of the past to their descendants.
I believe that events like today’s play a leading role in achieving this goal. I wish all the participants of the Forum a fruitful discussion and success in implementing the planned ideas”.
Being a co-organizer of the Forum, tomorrow the Prosecutor General of Russia will hold an expert session on the topic “Legal regulation and practice of commemorating the victims of the genocide of the Soviet people by the Nazis and their collaborators during the Great Patriotic War”. The prosecutors of the Republic of Karelia, Saint-Petersburg, First Deputy Prosecutor of Novgorod Region, staff of the University of the Prosecutor General’s Office of the Russian Federation are expected to deliver their statements.
