Coordination Meeting of Law Enforcement Agency Heads held to focus on prevention, detection, and investigation of crimes and offenses committed by foreign nationals and stateless persons

A Coordination Meeting of Russian Law Enforcement Agency Heads was held under the chairmanship of Alexander Gutsan. The event addressed the work of law enforcement and other authorized agencies in preventing, detecting, suppressing, and investigating offenses and crimes committed by foreign citizens and stateless persons.

The meeting was attended by representatives of the Administration of the President of the Russian Federation, the Federal Assembly of the Russian Federation, relevant government and law enforcement agencies, Deputy Prosecutors General of the Russian Federation, heads of departments of the Prosecutor General's Office of the Russian Federation, and prosecutors of the constituent entities of the Russian Federation.

Alexander Gutsan emphasized the relevance and significance of the topic by stressing that “the socio-political situation in the country, the safety of our citizens, and the overall security of the state from both external and internal threats and challenges largely depend on the state of law in this area.”

The Russian Prosecutor General acknowledged the existence of unresolved issues. In this regard, the head of the oversight agency stated that measures to address shortcomings in law enforcement and improve the effectiveness of countering offenses committed by foreign citizens should be a top priority.

Outside of law enforcement, Alexander Gutsan noted the need for cultural adaptation of migrants in society based on traditional Russian values, training in educational institutions, and overcoming other challenges in their socialization.

The Russian Prosecutor General noted that the work of authorized bodies, particularly in organizing migration registration and control, is fraught with a significant number of violations and miscalculations, and that government-level measures to restore order are sometimes undermined by corruption. He emphasized the need for coordinated action to rectify the situation.

During the event, the meeting participants discussed specific solutions to pressing issues and exchanged opinions on further work in this area.

Summing up the event, Alexander Gutsan emphasized that the implementation of the Migration Policy Concept, approved by the Decree of the President of the Russian Federation on October 15, 2025, should contribute to the secure development of the state, an improved quality of life, and the stability of interethnic peace and harmony in Russian society. The document enshrines the priorities in this area, as defined by the head of state. In a global sense, this will ensure the protection and preservation of the cultural code of Russian society.
