From December 15th to 19th, Doha, Qatar, hosted the 11th Session of the Conference of the States Parties to the United Nations Convention against Corruption. A delegation from the Prosecutor General's Office of the Russian Federation participated in the event on the instructions of Prosecutor General Aleksandr Gutsan.
The Russian delegation was headed by Viktor Baldin, Director of the Department for Supervision over Compliance with Anti-Corruption Legislation, alongside other officials from the oversight authority.
On the sidelines of the conference, Russia's Prosecutor General's Office signed Memorandums of Understanding on anti-corruption cooperation with Burkina Faso's Supreme Authority for State Control and the Fight against Corruption and with the Anti-Corruption Commission of the Republic of Sierra Leone.
During the plenary session, representatives of the Russian oversight body delivered presentations highlighting recent developments in Russia's domestic anti-corruption legislation, sharing best practices in preventive anti-corruption work, and outlining the results of implementing recommendations from a prior review report on Russia's compliance with the UN Convention against Corruption. The presentations also covered practical experience in asset recovery and proposed ways to enhance such efforts internationally.
Within the event an exhibition was held featuring the winning entries from the 2025 International Youth Social Anti-Corruption Advertising Contest "Together Against Corruption!", held under the auspices of the Interstate Council on Combating Corruption. The showcased works drew considerable interest from conference participants.
The Russian Prosecutor General's Office also organized a special event focusing on international cooperation utilizing information technologies and the CIS legal framework, which involved representatives from the Coordinating Council of Prosecutors General of CIS Member States, the Interstate Council on Combating Corruption, the Council of Heads of Financial Intelligence Units, and the Coordinating Council of Tax Investigation Authorities.
Yuri Zhdanov, Executive Secretary of the Coordinating Council of Prosecutors General of CIS Member States, delivered an overview of corruption levels within CIS countries and methods for combating corruption-related crimes.
Prosecutor General's Office delegates took part in discussions on conference resolutions, including those related to launching the second phase of the review mechanism for the UN Convention against Corruption.
An agreement was reached with the United Nations Office on Drugs and Crime (UNODC) to conduct training courses next year for focal points and government experts from various countries involved in the Convention's review mechanisms.
The 11th Session concluded with the adoption of several resolutions and other key documents aimed at broadening international cooperation and ensuring the effective implementation of the Convention in combating diverse forms of corruption.
Bilateral meetings were held with representatives of anti-corruption authorities from Iran, Syria, the United Arab Emirates, Brazil, and other nations. These meetings addressed current issues and explored prospects for deepening cooperation.
Agreements were also made with the UNODC Secretariat and partners from Haiti on priority steps for conducting a review of the implementation of the UN Convention against Corruption by Saint Kitts and Nevis.
In addition, the delegation participated in a meeting of the Steering Committee of the Global Operational Network of Anti-Corruption Law Enforcement Authorities.
