Text

At the request of the Prosecutor General's Office of the Russian Federation, the competent authorities of the Arab Republic of Egypt are extraditing Sergei Kuchin for him to face criminal charges under Article 228.1, Part 5 of the Criminal Code of the Russian Federation (illegal production and sale of narcotic drugs), Article 30, Parts 1, 3, and Article 228.1, Part 5, of the Criminal Code of the Russian Federation (preparation for the illegal production of narcotic drugs and attempted illegal sale of narcotic drugs), as well as Article 228.3, Part 2, of the Criminal Code of the Russian Federation (illegal acquisition, storage, and transportation of precursors of narcotic drugs or psychotropic substances).

According to the investigation, during 2022–2023, Kuchin was involved in an organized group established for the illegal production of synthetic drugs and their subsequent sale in various regions of our country. He performed organizational and managerial functions regarding the group's participants.

In particular, the drugs were produced serially and in batches, following the instructions of the group's leader and handlers, in specially rented premises, using equipment, precursors, and chemicals delivered via "dead drops", for the purpose of their further illegal distribution in the Tver, Vologda, and Vladimir regions.

During the course of operational search and investigative activities, three drug labs were dismantled, and more than 2.5 tons of prohibited substances were seized from illegal circulation.

The accused evaded law enforcement agencies and, at the instruction of the Prosecutor General's Office of Russia, was placed on the international wanted list.

The extradition request was submitted following his detention in Egypt.

Thanks to established cooperation between the Russian supervisory authority and the Ministry of Justice of the Arab Republic of Egypt, a positive decision on extradition was achieved.

Accompanied by officers of the Russian Federal Penitentiary Service and the National Central Bureau of Interpol of the Russian Ministry of Internal Affairs, Kuchin will be delivered to Moscow.
