Aleksandr Gutsan arrives in Astana on a working visit

Russian Prosecutor General arrives in Kazakhstan for a meeting with Prosecutor General of the Republic Berik Asylov. The purpose of the visit is to sign documents aimed at deepening and developing bilateral cooperation.

"Strategic partnership, including economic cooperation, is developing on a mutually beneficial basis," the head of the Russian supervisory authority emphasized at the beginning of the bilateral meeting. He recalled that this principle was confirmed during the state visit of President of Kazakhstan Kassym-Jomart Tokayev to Russia in 2025 and his meeting with President of Russia Vladimir Putin in St. Petersburg.

Aleksandr Gutsan particularly noted the effective interaction in the law enforcement sphere, which, in his words, is conducted in line with good-neighborly relations. As an example, he cited the full implementation of the Plan of Joint Activities of the Prosecutor General's Offices of Russia and Kazakhstan for 2025, including the work of border prosecution services.

The key moment of the visit was the signing of the Second and Third Additional Protocols to the Agreement on Cooperation between the two authorities. According to Aleksandr Gutsan, these documents will genuinely increase the effectiveness of countering organized crime, locating and recovering illegally acquired assets, and providing mutual legal assistance. He assured of his readiness to work out most thoroughly all issues of interest to the Kazakh colleagues.

In particular, in response to the initiative of the Kazakh side to optimize the mechanism for transferring citizens of Kazakhstan, convicted in Russia, for further serving of sentences in their homeland, an inspection has been organized at the Ministry of Justice and the Federal Penitentiary Service of Russia. "Based on the results, measures will be taken to improve the effectiveness of the exercise by these authorities of their powers in this area, including reducing the timeframes for the extradition of your compatriots," the Prosecutor General of Russia stated.

At the conclusion of the meeting, Aleksandr Gutsan invited Berik Asylov to the autumn sessions of the Coordination Council of Prosecutors General of the CIS and the SCO in Kazan, proposing to sign there a new plan of joint activities for the next two years. "I am convinced that the joining of efforts of our authorities in combating contemporary challenges and threats will strengthen the national security of Russia and Kazakhstan," the head of the Russian supervisory authority summarized.

He wished his Kazakh colleagues success in ensuring legality and public order, and high professional achievements.

At the beginning of the visit, Aleksandr Gutsan laid a wreath at the Otan Qorgaushylar (Defenders of the Fatherland) monument on Defenders of the Fatherland Square. This ceremony became a symbol of deep respect, and a reminder of the feat of the soldiers of the Great Patriotic War.

 

For reference: The Agreement in question has been in effect since June 2009. The signing of the new protocols to it is designed to strengthen bilateral cooperation, including through military prosecution services. This is important in the face of new threats of cross-border crime, constantly changing challenges, the development of criminal technologies and money laundering methods, as well as for the effective recovery of illegally acquired assets. Work on the drafts of these documents had been underway since 2024 and was successfully concluded today with their signing.
