Welcoming Director of Public Prosecutions of Uganda Lino Anguzu, Aleksandr Gutsan emphasized that Russia attaches great importance to developing partner relations with African states. A third Russia-Africa summit is scheduled to take place in the autumn of this year. Its key objectives include strengthening political dialogue, coordinating efforts in the field of security and countering contemporary challenges and threats, and developing trade, economic and other ties.
“I propose using these platforms for further interaction across all areas of our activity,” the Russian Prosecutor General said.
The head of the Russian supervisory authority briefed his foreign counterpart on the core functions of the prosecutor’s office. Among promising areas, he touched upon the development of common approaches to the repatriation of criminal assets from abroad.
“The recent granting to the Prosecutor General’s Office of the Russian Federation of observer status on the Asset Recovery Interagency Network of East Africa opens up new opportunities for this,” Aleksandr Gutsan said. “I look forward to active interaction in this area.”
The Russian Prosecutor General also drew attention to the importance of cooperation in the field of personnel training: “The Russian University of the Prosecutor’s Office has considerable experience in training and continuing professional development of prosecutorial staff, including foreign specialists, and implements higher education and additional professional training programs.”
Following the meeting, Aleksandr Gutsan and Anguzu Lino signed a cooperation agreement.

During a meeting with Egypt’s Prosecutor General Mohamed Shawky Ayad, the head of the Russian supervisory authority noted that amid the development of trade and economic relations between the two countries, increasing trade turnover, and the implementation of strategic projects in the energy and industrial sectors, the legal protection of investments and business interests is an important task.
“We face common challenges of the modern world,” Aleksandr Gutsan said. “These include combating transnational organized crime, terrorism, money laundering, and cybercrime.”
The Russian Prosecutor General expressed confidence that the signing of the latest cooperation program would give an additional impetus to strengthening interagency interaction.
Another priority area for developing cooperation between the two prosecutor’s offices, the head of the Russian supervisory authority said, is ensuring the rights of citizens of both countries in the sphere of tourism: “The Arab Republic of Egypt is very popular with Russian tourists. At the same time, travel to Russia is attracting an increasing number of Egyptians.”
Special attention was paid during the meeting to the scientific and educational sphere. Aleksandr Gutsan emphasized that the implementation of joint activities by the Russian University of the Prosecutor’s Office and the El Shorouk Criminal Research and Training Institute would benefit both sides.
“I want to stress that the Russian prosecutor’s office is open to professional contacts across a wide range of areas,” the Russian Prosecutor General concluded.
The meeting ended with the signing of an updated cooperation program.
