During a meeting with Nguyen Huy Tien, Prosecutor General of the Supreme People’s Procuracy of Vietnam, Aleksandr Gutsan noted that Russian–Vietnamese relations have been developing consistently for more than 76 years on the basis of respect, trust, and mutual support.
“I would particularly like to highlight the constructive and progressive nature of cooperation between the prosecution services of our two countries,” the Prosecutor General of Russia emphasized. “We have successfully implemented four cooperation Programs.”
The head of Russia’s prosecutorial authority highly praised the effectiveness of this format and proposed signing a fifth Cooperation Program following the meeting, noting that it would provide fresh momentum for joint work: “For the first time, it includes activities involving regional and military prosecution authorities on the most pressing areas of prosecutorial oversight.”
Aleksandr Gutsan separately pointed out that the section of the document devoted to academic and educational cooperation provides for reciprocal participation in professional development Programs.
“I also propose that we continue the practice of holding visiting lectures for prosecutorial personnel of Russia and Vietnam on issues of mutual interest,” the Prosecutor General of Russia stated. “Taking this opportunity, I would like to invite the leadership of Vietnam Procuracy University to visit Moscow in July to discuss the further development of our partnership in this field.”
The negotiations concluded with the signing of an updated Cooperation Program.
Background: The first meeting between Aleksandr Gutsan and Nguyen Huy Tien took place in Hanoi in October of last year during events associated with the ceremonial signing of the United Nations Convention against Cybercrime. At that time, the parties agreed to continue expanding the scope of practical cooperation in key areas aimed at ensuring the rule of law and protecting citizens’ rights.

Welcoming Abkhazia’s Prosecutor General Adgur Agrba, the Prosecutor General of Russia highly praised the longstanding development of relations between the prosecutorial authorities of the two countries. He recalled the successful implementation of three cooperation Programs and noted that a fourth joint action plan for 2027–2028 would be signed that day, covering a number of significant areas of work, including the digitalization of prosecutorial activities.
Aleksandr Gutsan expressed confidence that the comprehensive nature of the Program would further strengthen professional ties.
“Moreover, the approval of a Cooperation Agreement between the military prosecution services will constitute an important step in advancing constructive interagency dialogue,” the Prosecutor General of Russia stated. “The agreement provides for joint activities and the exchange of information on matters of mutual interest.”
The head of Russia’s prosecutorial authority stressed that cooperation conducted in a spirit of mutual respect and support, aimed at strengthening legality and public order in Russia and Abkhazia, would continue.
“I value the level of cooperation that has been established with our Abkhaz colleagues and am confident that it will continue to develop successfully,” Aleksandr Gutsan said. “I would once again like to reaffirm the openness of the Russian prosecution service to professional dialogue on a broad range of issues.”
Expressing their shared readiness to expand cooperation and exchange experience and best practices in the protection of citizens’ rights and the fight against crime, the parties signed another Cooperation Program.
Background: Cooperation between the prosecutorial authorities of the two countries is carried out through Program-based activities on issues of mutual interest at both expert level and in the academic and educational sphere, including advanced training courses for Abkhaz prosecutors at the University of the Prosecutor’s Office of the Russian Federation.
