Beijing hosted the first official meeting of Russia’s Prosecutor General during his working visit to the People’s Republic of China.
“The path of strategic partnership and friendly relations between our countries, chosen by President of Russia Vladimir Vladimirovich Putin and President of the PRC Xi Jinping, has created a solid foundation for sustainable and fruitful cooperation across a whole range of areas, including in the law-enforcement sphere,” Aleksandr Gutsan emphasized as he welcomed his foreign counterpart.
The head of the Russian supervisory agency drew attention to the common challenges that Russia and China face amid globalization. Among them, he noted the transnational character of crime linked to terrorism, extremism, the illicit trafficking of narcotics and weapons, corruption, and the laundering of criminal proceeds.
“The greatest threat today is posed by cybercrime,” Russia’s Prosecutor General stated. “Its pervasive spread not only inflicts enormous economic damage but also destabilizes the social and political situation.”
Aleksandr Gutsan described the United Nations Convention against Cybercrime — developed on the initiative of the Russian side, with the invaluable participation of Chinese colleagues — as the international community’s response to such negative factors. He also highly valued the significance of the agreements reached on coordinating joint action at key international venues such as the UN, the SCO and BRICS.
“At the same time, the need to expand the list of crimes covered by the Convention, in order to safeguard a sovereign digital space, is already evident,” the head of the Russian supervisory agency said. “I consider it important to continue the joint efforts of Russia and China toward a constructive resolution of this task on the international stage.”
In conclusion of the meeting, Russia’s Prosecutor General expressed his readiness for contacts on any matters connected with safeguarding shared strategic interests: “I am confident that teamwork between our agencies will make it possible to achieve high results in this sphere.”
As a basis for further cooperation, the parties signed an Agreement on Cooperation. The document provides for assistance in combating the most dangerous types of crime, the consideration of applications from citizens and legal entities concerning violations of their rights, and other areas of priority for the two agencies.
