The meeting of the heads of the two countries’ supervisory agencies took place in the Great Hall of the People — China’s principal political center, which at the same time serves as the venue for top-level negotiations.
Aleksandr Gutsan thanked the Procurator-General of the Supreme People’s Procuratorate of the PRC, Ying Yong, for the invitation to visit Beijing and for the cordial reception extended to the Russian delegation.
Noting the comprehensive, partnership-based and strategic character of the relationship, achieved thanks to the efforts of the leaders of the two countries, Russia’s Prosecutor General also commended the effectiveness of the cooperation established between the prosecution services.
In confirmation thereof, the head of the Russian supervisory agency recalled the successful implementation of seven bilateral cooperation programs and reported that nearly one hundred Russian and Chinese prosecutorial staff had completed professional-development courses at the agencies’ educational institutions.
“In addition, cooperation in the area of legal assistance is being strengthened, and the frequency of delegation exchanges is increasing,” Aleksandr Gutsan emphasized. “We are actively cooperating on combating the legalization of criminal proceeds, the illicit trafficking of narcotics and weapons, and economic crimes.”
The Russian Prosecutor General specifically addressed the fight against cybercrime, the rise of which is a growing source of international concern. He expressed his gratitude to his foreign counterpart for supporting the Russian side’s initiative to draft and adopt the corresponding United Nations Convention.
“This most important document has become the legal basis for building a system to ensure the global security of the digital space and to establish international rules in this field,” Aleksandr Gutsan stated. “I am confident that the tandem of Russia and China will enable the other countries to overcome the difficulties of ratifying the Convention and of drafting additional protocols thereto.”
The head of the Russian supervisory agency described joint coordination on key issues at the UN, BRICS and SCO venues as crucial for the successful resolution of the common law-enforcement tasks facing the two agencies.
“The prosecution services of both states are making substantial efforts to safeguard the rights of investors,” Russia’s Prosecutor General noted. “A significant step along this path was the holding, in Vladivostok in April of last year, of the first-ever joint reception of Russian and Chinese entrepreneurs.” Aleksandr Gutsan proposed continuing this practice and considering the possibility of organizing a similar event in China.
Following the meeting, the parties signed a Cooperation Program for 2027–2028. The document sets out a plan of joint activities that includes holding joint seminars, round tables and training events aimed at the further strengthening of bilateral cooperation.
